Human resource has become the first economic and social development resource, and has increasingly played a decisive role in economic development.Many areas throughout the country develop their own talent development or planning in succession, for the global talent contest has become increasingly fierce, and human resource development in recent years has become the primary task of all areas of economic and social development.To understand the high-tech zones, the situation of the development of qualified personnel, is good for enhancing the sense of responsibility and sense of mission in development of human resources, and is of vital significance in doing a better job in the human resources work.Changchun High-tech Zone has emerged many problems in the course of implementation of the human resources strategy, and also has seriously restricted economic and social development the high-tech zones.This study is to talent from the high-tech zones, the implementation of the strategy of starting with the background, in the Changchun High-tech Zone personnel in the course of implementation of the strategy for the problem on the basis of the analysis done to identify the cause where the problem lies, and put forward a detailed programs of talent for the future talent strategy research to be used as reference in the theory and practice case, what is more important is to find a practical significance of the road for the high-tech development zone in Changchun personnel working.This paper is divided into three main parts: the first part introduces the existing talent strategy of the high-tech development zone in Changchun, including the implementation of the human resources strategy of social and economic background analysis, the specific content of the human resources strategy, the significance of the implementation of the strategy and so on, the second part is about the high-tech Zone of the characteristics of the human resources strategy, in the course of the implementation of the major problems and analysis, the third part is the theme of the paper discusses in detail about the plight of the human resources work out measures and the implementation of programs in four aspects .
