The essence of strategy is to obtain the long-term competitive advantage of enterprises to make positioning and resource allocation.Shanxi XSD Human Resources Company is a small company,there are some problems,such as the strategy is not clear enough,the implementation is not in place and so on.Therefore,through the formulation of company development strategy to change the current business situation of the company,the overall performance of the company is promoted.First of all,this paper discusses the related theories and methods of strategic management,which lays the foundation for the writing of the paper.Secondly,this paper analyzes the present situation of business development of XSD company,analyzes the external macro environment and human resource service industry environment faced by XSD company by using strategic analysis tools,constructs the evaluation index system of competitiveness of human resource service providers,evaluates the competitiveness of related human resources service providers,and obtains the SWOT matrix of XSD company.The overall strategy of XSD company is development strategy by using analytic hierarchy process(AHP).Third,according to the overall strategy of the company,the development of XSD company is formulated.According to the overall strategy,exhibition positioning,development goals and strategic implementation priorities are formulated,including the introduction of talents as the core competitiveness,the key development of regional branches,the field of talent industry focus;business development strategy,including talent transportation,business training,management consulting;strategic initiatives,including customer group positioning,regional development positioning,talent pool construction,value chain integration;Strategic development stage,including integration promotion stage,strong main business driving stage,business mature innovation stage.Finally,the strategic implementation guarantee is put forward from six aspects: organizational structure,product system,information platform,performance appraisal and incentive mechanism,risk control,culture and brand building.
