| Dating back to 2005, Ministry of Education stopped the Examination and Enrollment for Degrees& Diploma of Higher Education, thus deprived non-governmental higher education institutes of the ground to run a school. It was a big whack to then 400 odd non-governmental higher education institutes and pushed them to resort to transformation in a hush environment. Therefore, how to develop the existing non-government higher education institutes and upgrade them to regular non-government higher education institutes, researches thereof has become realistically significant for the popularization of higher education. Hangzhou, thank to the location advantage and social economic structure, its vigorous demands and relatively meager supply has created a vast margin for the development of non-government higher education institutes. To those non-government higher education institutes in Hangzhou, this is an uncommon chance to develop. The paper employs Higher Educational, Economics of Education, Sociology of Organization, and Population Ecology to facilitate a research in the history, actuality, and elements concerning the development of non-government higher education institutes, existing sharp problems and reasons thereof, as a result put forward four factors of strategy to their development in Hangzhou. These strategies are the research result of the author after summing up both positive and negative experience based on his long-term practice of management of non-government higher education institutes in Hangzhou, thus features practicability, maneuverability and pertinence. |
