With the development of higher education, there are some new universities established through the means of"merger"or "promote" in our country recently.The apprance of the Newly-established Universities meet the needs of the popularization of higher education, and gradually become a new force to achieve the popularization of higher education.From 2000 to 2006 there were 7 newly-established Universities appeared in Guangxi, which make up nearly 37 percent of the number of university in Guangxi. With the number increasing and the improving effect to the massive educational of Guangxi, more and more people pay their attention to the teaching quality of these universities. By using the method of documentary research, the historical investigation and the comparative study, this paper defines the correlative concepts scientifically, choose the Teaching quality of Newly-established university in Guangxi as the research subject, samples are 7 Newly-established universities in Guangxi. From the factor which influence teaching quality including teaching leading factor, teaching process factor, teaching result factor and teaching environment factor...etc, design investigate questionnaire firstly, then by asking the student to finish the questionnaire and by giving a individual interview to the manager and teacher to understand the present situation of the teaching quality of these university, and discover the problem, finally put forward setting up a teaching quality control system of the New-established university on this foundation to service the fulfillment of teaching quality Assurance of Newly-established university lately in Guangxi.This text is totally divided into four parts.The first part is a foreword. Science mainly commenced from the background analysis, put forward studying a problem, clarified purpose and meaning of research on this foundation, and introduced the research methods of the paper.The second part is the theories foundation of this research. Commence from the concept analysis by cultural heritage research, comparison research, definite the main technical term and related concept of this research, and clear in meaning research way of thinking to set up homologous of inside logic system. This part introduced the theories foundation of this research such as overall quality management theories, system theories and education evaluation theories.The third part is bout the analysis of the teaching quality of Newly-established universities in Guangxi, which based on 4 categorizing analysis such as teaching leading factor , teaching process factor, teaching result factor and teaching environment factors'etc. and point out that the teaching quality of the university still not as well as expect, like the teachers strength is weak, the school condition ideal, the fresh source insufficiency, the educational expenditure investment insufficiency, the curriculum are not unreasonable, the teaching method is backwardness, study style construction is lag, the teaching management is unscientific etc.The fourth part is about set up a Teaching Quality Assurance System of Newly-established University in Guangxi. The assurance System is Aim at the objective and existent problem of the teaching quality of Newly-established University in Guangxi, which include the internal guarantee system and exterior guarantee system. The internal guarantee system is made up of Quality of teaching safeguard organization system ,teaching management system, teaching evaluate system and teaching supervise system, while exterior guarantee system is made up of government, and the whole society. At the end of the part is giving a suggestion on the implement of the teaching quality guarantee system.
