Currently the newly-established university are an important component of colleges and university in China. Aiming at the problem of the newly-established university on the quality of teaching. This paper studies why and how to establish teaching quality assurance system for the newly-established university. Training to offer reference and suggestions for the newly-established university, by the use of such research approaches as literature method, comparison method, investigation method and historical approach, etc.Factors influencing teaching quality of newly-established university are in many aspects. First of all, Through the analysis on positioning and new situation faced by the newly-established university Macrocosmic , to clear the different teaching environment between newly-established university and the traditional undergraduate institution ,which means the newly-established university can not use teaching quality standards traditional undergraduate institution used, but should be based on its characteristics, its scientific orientation, the new service-oriented to clearly formulate reasonable quality standards. Then analysis the micro-factors of newly-established university such as the previous factors on teaching, process factors on teaching and environmental factors on teaching, to find out the quality problems of newly-established university.On the bases of above analysis, we first explore the status, questions and reasons of the newly-established university, so that we have a better understanding of the quality status. Then do a preliminary exploration on the newly-established university, mainly including the internal teaching quality assurance system and the external teaching quality assurance system. Internal assurance system carries on the ponder from the teaching and the supervisory work in school, composed by the teaching management organization system, the teaching quality goal system, the teaching quality appraisal system, the teaching information feedback system, the teaching behavior drove and restriction system five parts; Exterior safeguard system analysis the assurance function, corresponding reform mentality and countermeasure in the teaching quality assurance system of newly-established university mainly from the government, the market, and the facilitating agency.
