Along with the National Congress of the CPC put forward about" strengthen theconstruction of teachers’ team, focus on improving the quality of rural teachers" and theMinistry of Education issued a" national medium and long-term educational reform anddevelopment program compendium" spirit, the national rural teachers to increaseattention, rural development, education is the key to increase, and the countrysideeducation is the key to the development of teachers. Based on this background, toaccelerate the organization and implementation of the" primary and secondary schoolteachers national training plan", to further improve the teachers of middle and primaryschools especially in rural teachers’ overall quality, promote the balanced developmentof compulsory education, the promotion of basic education reform, improve the qualityof rural education to further enhance the teachers training. The" national training plan"from2010began to implement, but the domestic research on the subject has just started,there is still a lot of work to do. Therefore for rural teachers" national training plan" isthe study of educational decision making departments urgently, have important realisticsignificance to applied research projects. In2010,2011in Hunan Province in14counties and cities to participate in the" national training" students as the research object,using the method of literature, questionnaire, interview, on-the-spot investigation,mathematical statistics, logic analysis and other research methods, rural junior middleschools in Hunan province sports backbone teachers" national training plan " in thecurrent situation investigation and analysis of students, mainly from the basic situation,on the "national culture" awareness, training objective, curriculum learning, life andother aspects of investigation.Survey results show that:(1) Hunan Province Rural Middle School PhysicalEducation Teachers" national training plan" executive plan is perfect.(2) to participatein training students the ratio of men to women is reasonable, to youth training, serviceeach level is average, have participated in the training, but training mainly to provincesand cities at the county level. Meanwhile the students basic information which also hassome disadvantages, some trainees are part-time teachers, even non physical educationmajor.(3) part of the trainees on the national training plan understanding deviation,most students think it necessary to participate in the" national training plan", but somestudents think there is no need to. And school leaders to" national training plan"seriously enough.(4) the students to participate in the training aim with a certain skillcolor.(5) students learning life a lot, for example; to improve the professional skill,updated ideas, enhance the ability of scientific research, at the same time betweencadets with study teaching experienceSuggestions: strengthen the propaganda, the renewal of teachers’ ideas, perfect mechanism, a guide track, a full service, establish and perfect the evaluation system,update mode, better sum up experience, ensure national training to implementThe conclusion: rural junior middle school in Hunan province sports backboneteachers’ basic structure reasonable, but many, quality is uneven, which do not have astrong participation, educational idea is backward, so that staff training improve thedifficulty.
