In the new century, comprehensively improving the quality and the level of adult education is an inevitable requirement of the times and the internal needs of adult education college. In this paper, basing on the current situations of the problems and causes, exploring the rules and characteristics of college adult education system, to ensure the construction of the quality assurance system, and to ensure its smooth operation. It has theory value and practical significance, which is the author's starting point and purpose of the study.The papers rely on education, sociology, and other disciplines of management theory and interpretation models, with lifelong education and lifelong learning, learning of the social ideology, making a lot of theoretical research, surveys and studies, comparative study and historical research. Main viewpoints and reads are as follows:The quality is the survival and the lifeline of the adult education college. However, the generally looking at the current status of adult education quality, although considerable progress and achievements have been made, there are many problems and negative factors. The existence of these problems and factors will seriously affect and hinder the improvement of the quality of adult education college, which in turn will affect their own survival and development. Therefore, the establishment and implementation of quality assurance system of adult education college is a powerful measure to ensure that the quality of education reaching to the state standards, to enhance social recognition, and to promote the healthy development of its own.The construction of quality assurance system is necessary to grasp the historical background, current situation and problems of analysis, either to provide bases , reality and feasibility of the premise, or to rationalize the system between the framework and the level of inherent logic of relations. According to relevance, feasibility, effectiveness, scientific, systematic principles, proposing specific building programmes in all three aspects, which are two-level quality assurance systems, diversified main bodies of quality assurance system, comprehensive quality assurance system. Then in the above on the basis of theoretical analysis, learn from the successful experiences from colleges and universities in recent years of quality management, from the macro and micro levels, respectively explains the processes of the specific operating system of the external and internal quality assurance.
