With the economic development and social progress, education is increasingly being valued. Nowadays, education is changing from the "State-controlled model" to the "state oversight model", from essence education to mass education. Education quality increasingly becomes the serious problem of Higher education. How to ensure the quality of higher education becomes an important issue in educational field.The key to solve this problem is to set scientific quality outlook of Higher education and building up scientific Higher education evaluation system. Our higher education is diversified and its quality outlook is many faceted, considering the present situation of our higher education, we should have a scientific quality outlook when assessing the quality of higher education. Set up a developing, diversified adaptable, overall, distinguishing, and innovative quality outlook. Accurately fix the position of the intention and extention of Higher education' scientific quality view from every level and angle.By the analysis and investigation on the system of national education evaluation, the actualities and developing trends of high education evaluation system were discussed in the section of academic study and practice analysis of educational evaluation. Face to some defects presented in the educational evaluation system, the evaluation organization, the evaluation members, and the policies of monitoring, some innovative proposals for high education evaluation was presented in this thesis. The high education evaluation system needs to culture a passel of experts, and to make a series of model criterions, which adapts to national situations and accords with the international traditions of high education evaluation. The parents of students and the enterprisers of community should be invited to take part in the practices of educational evaluation. The principles of high education evaluation would economize existing resources and impactful monitoring to the achievements of educational evaluation. I believe that all of above novel standpoints will be beneficial to improve the levels of national education evaluation.
