| The paper shows great concern over the spiritual world of university's administrator and do research on university's administrative culture, ranging from sociology, science of management, science of administration, science of culture, psychology and science of management of higher education. The purpose is to reveal the spiritual world of university's administrator and the influence on university's administrative practical activities from the administrative culture of university so as to offer a new perspective to research of university's administrative management. First of all, the paper tells the reason, significant, research category and method, indicate that the main research object for university's administrative culture is the ideology and spiritual sphere of administrator in university's administrative practical activity. Secondly, the paper propose the concept of university's administrative culture on the basis of concepts of culture and administrative culture, that is, the university's administrative culture is formed in the university's administrative practical activity which is the directly reflection and description of all kinds of psychological phenomenon and values, is the centralized reflection of the administrative ideology, and is the product of university's administrative practical activity. Thirdly, starting with analysis of substance of culture, the paper studies the contents, characteristic and functions of university administration culture. Fourthly, this paper presents an analytical study of the effecting factors, the power of development, situations and developing tendency of university administration culture. Fifthly,based upon the analysis, the paper both provides measures for prevention and improvement, and also points out the difficulty in strengthening the construction of university administration culture and put forward the countermeasures of strengthen administration culture construction at universities and promoting the development of universities.
