Administration Solution Research On The Phenomena Of Chinese University Administration Overreaching

China’s opening up and reform has entered a new era, while CPC and people have higher anticipation and requests for the country and the society. This brings up higher requirement to Chinese higher education. This means higher requirement on both high-level talents cultivation and science and technology research & development. According to domestic researcher’s research results, Chinese higher education system is highly administration overreaching, due to the governance of government. This overreaching of administration caused university has little autonomy on running the school, the officials were put in a greater position than education itself, which eventually constrains Chinese higher education. In November, 2013, the third plenary session of the 18 th CPC central Committee was held in Beijing, the session had passed Decision of the CPC Central Committee on deepening reform of the overall number of major issues in which it mentioned china will gradually abolish administrative level in university and research institution. This is a major breakthrough for non-administration.This paper is divided into 4 parts.The first part is the introduction. In this part, I introduced the background of this topic, the aim and meaning to study this topic, and the method of my study. Then I collected documents that are relevant to the two major study points which are government-university relationship and university inner administration and conclude the current domestic and exotic situation of the studies on university administration overreaching.The second part is about concept definition and theory introduction. In this part I first defined the different concepts of administrate and manage, and the different of administration and administration overreaching, the concept of non-administration and university non-administration. Then I introduce the content and adaptability analysis of relevant theory such as new public administration theory, governance theory, and humanistic theory.In the third part, I analyze the current situation of university administration overreaching. I designed questionnaires for three regional provincial universities in Hubei, did field research, analyzed the result of the research. And finally I concluded the current status of regional university administration overreaching which are, government administration overreaching in university and university inner administration overreaching. Secondly, I analyzed the causes and effects of this administration overreaching.The last part is my study on solutions for this matter. Through cross reference with the governance pattern of American, Japanese and British universities, and using new public administration theory, governance theory, humanistic theory, I have made a conclusion for how to solve this matter, which are changing the government function, letting universities run their school more freely, improving inner administration pattern, strengthen faculty ideological construction.
