Under the background of information in promoting education and the promotion of professional development of teachers, the ability of Educational Technology has become an indispensable basic quality of teachers. In order to implement "The Standard of Educational Technology Capacity for Primary and Secondary Teachers (for trial implementation)", the Ministry of Education launched a "national education teachers in primary and secondary schools technical capacity-building projects." As the in-depth training, information technology capacity of the teachers has improved, and this effectively plays the role of promoting basic education.As a Normal University teacher, educational technology capacity should be even more concerned. Although in the early 2000, Secretary for the Ministry of Higher Education issued some notices, such as "Regarding the Development of Educational Technology Training for College Teachers " (the high for 2000 79), and "Training for the Core of the Middle-aged and the Young College Teachers " (the high Division 2000 20 ) and the training had a certain effect, it's shown that there're inadequacies in the training objectives, training methods, training mode, and so on. These deficiencies in the training effect to some extent constrained the emergence of the impact of university teachers' educational technology capabilities. And in the former studies, there aren't specific researches for teachers in Normal University.The author analyzes the requirements of the information era and the professional development of teachers for the Educational Technology Capacity of Normal University teachers, taking Baoji University of Arts and Sciences for example, based on the combination of teacher-learners learning characteristics, designed the Normal University teachers' educational technology capacity-building program mainly from teaching methods, evaluation methods, and other aspects. In order to test and verify the feasibility and effectiveness of this program, the author takes Baoji University of Arts and Sciences as experimental unit for practice. It's proved that the program played a positive role.The subject based on the research results of teacher's educational technology capacity-building, discussing how to promote high teacher education institutions and technology capacity-building on the useful, for the future division of the high technical capacity of teacher education institutions and provide the necessary information and reference.
