Normal University Students are the main source of primary and secondary school's teachers,whose educational technology capability will directly affect the future quality of education, so it is very important to cultivate normal university students'educational technology capability. Through the following research,the main work focus on educational technology capability development model of normal university students based on National Elaborate Courses in the article, especially educational technology capability training courses.Firstly, this article investigates Courses and resources for building situation of National Elaborate Courses which is relation to improve educational technology capability. Secondly, according to the literatures, this article analysis study situation on which National Elaborate Courses improve educational technology capability. Study methods is content analysis. For ineffective implementation of "Modern Educational Technology" public courses, there are imbalance between theoretical courses and practical courses, lack of resources, lack of teaching time and so on in domestic normal university, and analysis the new features of educational technology capability development model of normal university students based on National Elaborate Courses. Thirdly, according to the type and characteristics of National Elaborate Courses resources, constructing educational technology capability development model of normal university students based on National Elaborate Courses, which integrates a variety of learning methods. Finally, Proposing the new requirements of the educational technology capability development model of normal university students based on National Elaborate Courses.
