The rise of knowledge-based economy has witnessed much importance in human resources. Being one of the main factors impacting on manpower quality, the quality of training the talents has received much attention. Conducting teaching evaluation in higher learning institutions is not only an importantly effective method for current quality management and control, but also an important channel for changing the function and modes of governmental management educational causes. The theories and practice modes of developmental teaching evaluation in higher learning institutions not only suit the demand of the reform and development of higher education in China, but also follow the developmental trend of the world higher education. It is not only the objective demand for enhancing school-running concept and act, but also the effective policy to further improve teaching quality and promote the autonomous and healthy development of higher learning institutions, faculty and students.Guided by the scientific development outlook of modern education, developmental teaching evaluation in higher learning institution "bases itself on the present, reviews the past, aims at the future and promotes the development", so as to meet people's demand for high quality of higher education. It takes the developmental process, progressive scope, developmental potentiality and developmental level as the core content, carry out the classified evaluation and attach much attention to individuality and features, in order to enhance an autonomous, sustainable, rapid and healthy development. The developmental teaching evaluation is the deepening and development of formative teaching assessment, but it lays more stress on the development of higher learning institutions than the originally formative teaching assessment. To build the developmental teaching evaluation system in higher learning institutions, we should draw on the experience of teaching evaluation achievements in higher learning institutions both at home and abroad, make every effort to overcome the theoretical and model shortcomings. The index system of developmental teaching evaluation in higher learning institutions should adhere to the scientific, systematic, orientated, independent and practical principles, carry out the classified evaluation and build diversified index systems. Meanwhile, we should constantly improve the contents and standards of developmental teaching evaluation. A scientific utilization of the developmental teaching evaluation mode in higher learning institutions requires that evaluation processes, evaluation methods, evaluation devices and evaluation conclusions all should be correct and embody the developmental nature.
