Education, as public products of modern society, is an important embodiment of socialequity. Education resources, as the important content of educational activities, are theimportant guarantee of education equality. Physical education is the important component ofthe balanced development of education, therefore the allocation of educational resources.However, as a result of economy, policy and other factors, the allocation of PE teacherresources are not balanced between regions, urban and rural schools, which will affect theeducational and social fairness; this has attracted great attention of the whole society. So in thecondition of the developing society and increasing satisfaction of people, it has a practical andcurrent significance through balancing the allocation of physical education resources.The research object of this paper is the allocation of PE teacher resources in primaryschool from the perspective of education fairness. By choosing the primary schools inShandong Province researched as a case, the disequilibrium and unfairness of PE teachersoccur in the primary schools at present. The problems existing and the reasons of PE teacherassociation are showed. Studying the education fairness and analyzing the embodiment andcauses of the unfairness of physical education is to explore the methods of the balanced PEteacher resources allocation in primary schools. The fairness of physical education in primaryschools comes true, ensuring students have fair right to enjoy education. The results are asfollows:(1)The unfair and unbalanced problems exist in primary school allocation of PE teacherresources. In the field of number, male PE teachers are significantly more than female teachers.In the terms of the proportion of PE teachers and students, the city is slightly better than thecountryside, but there is still a certain gap with the specified proportion. In the terms of qualitystructure, PE teachers in rural primary schools are lower than those in city such as age, professional qualifications or educational level. In the enjoyment of welfare benefits, the PEteachers in city are far better than the teachers in rural primary schools either the working orliving condition.(2)The reasons affecting the allocation of PE teachers in primary schools: two urban-ruraldual economic structure and social institution result in the gap in PE teacher resourcesbetween the urban and rural primary schools; Inequality of opportunity to get physicaleducation resource makes PE teacher resources in urban and rural primary schools unfair;different educational and cultural concept, social historical issues and attention are also theimportant reasons causing the unfairness of PE teacher resources allocation in primaryschools.(3)Strategies of balancing resources allocation of PE teachers and promoting faireducation. Firstly, with the guidance of national policy on balanced education resources andfair education, Shandong Province Education Department should strengthen the fair educationidea, improving the consciousness of educational equality. Making the policy and hardprovisions is to guarantee the allocation of PE teachers in primary schools and promote thefair education; Secondly, school leaders should strictly implement the national policy oneducation justice, balanced development of education, paying more attention to the schoolphysical education. The social recognition, rights and interests must be given to PE teachers.Strengthening training is to improve the physical teachers professional ability and the level ofscientific research, making the teachers’ PE teacher resources obtain the safeguard, so that theschool sports work can go on surely, promote the good health of students; Finally, the PEteachers themselves must strengthen the teachers’ occupation belief, improve the occupationmoral construction and improve teachers’ occupation career planning.
