In recent years, with the popularization of compulsory education,our country pay more attention to the balanced development of education in the stage of compulsory education. However, the key to promote the balanced development of education is to improve the conditions for running schools and optimize the allocation of teachers. Now our country education funds investment has reached 4% of GDP,improving the conditions of school running is not a major problem, the balanced allocation of teachers has become an important factor to influence the balanced development of education. At present, the urban teachers and rural teachers allocation have a gap large, although our country introduced more policy about urban and rural teachers flow, but in the actual process of the flow of teachers still exist in the flow of a single upward problems. Therefore, this paper is mainly based on the perspective of attracting urban teachers, on how to attract urban teachers to rural schools for a regular flow, and form rational flowing mechanism of urban and rural teachers.This article mainly uses the literature analysis, questionnaire survey and field interviews, and using the data of Gansu province subject curriculum project. Firstly,summarizes the home and abroad policy and system about the flow of teacher,analyzes some problems of teachers in urban and rural areas in Gansu Province during the flow of teacher and some influence factors; secondly, using the related data to analysis the features of teacher who want to stay along at the rural school and make measures to attract urban teachers to teach in rural areas; finally, based on the above the analysis results,make advice for how to attract urban teachers to rural schools on a regular flow.Through the analysis of the data and referring to the domestic and foreign existing policy system, this study proposes to advice about improve the flow of teachers,improve the system of laws and regulations, the flow of teachers to increase investment to improve the construction of rural schools and suggestions. The specific contents include definite teacher’s identity; to standard mode of operation flow of teachers; evaluation teachers’ achievements during the flow teaching; to strengthenthe standardization of school construction; to determine who need to flow,and the flow of teachers within the time limit, it can set for 20-50 year old teacher, the flow time to participate in the regular flow of teachers of at least 3 years, if teachers want to be extended to 6 years; the compensation measures of teachers according to the title of the technical, senior teachers to raise 1500 yuan per month, the monthly increase of1200 intermediate grade teachers, secondary teachers to raise 1000 yuan per month.The welfare of the teachers, it can provide free medical examination once a year,employment for time to provide free teachers dormitory, shorten the title 3 years,teachers children can be exempt from tuition fees during the school, according to school and county from the payment of transportation subsidies, the school from the county seat 10 kilometers within the subsidy of 200 yuan per month. The monthly subsidy of 300 yuan 10-20 km, 20-30 km and above the monthly 400 yuan subsidy.
