In the 1960s,the Famous "Coleman report" asked the problem of school's low potency,shot to traditional school education which hold the dominant position,educators,leaders and the educational scholars have carried on the massive reconsiderations to the school education,then cause one movement of improves the school potency in the world scope .The research of School effectiveness has also led to a lasting improvement of the schools. With the apparent of new public management movement, in the field of education presented decentralized of management movement, to improve the schools bring a lot of new problems. These new problems, impact on the existing institutional framework, on the one hand, the old system of framework is the reason of stopping the school's improvement, led to the autonomy of the school can not give full play; on the other hand, led to the school needs to improve. To adapt to the framework of institutional, the school must seek its own development path. Carefully examines the school improvement from different regarding with the breakthrough point will discover many different questions; the research apparent decided the research direction and the way. This article from the angle of the new institutionalism view examines the immediately school improvement .From this angle carefully examines the reason of school improvement and the existence questions of school improvement,correct understanding the function of each resources in school improvement and the school improvement itself,straightens out the school's relations and clearly realize its own location ,then take care of the interests of all parties of schools and reserve each potential resources,creates a good environment for its own development。This Paper is divided into five parts: in the part of Introduction, introduced from the perspective on the importance of school improvement. The first chapter defines the related concept and from the past new liberalism angle of school research on a brief review; Chapter II from the government,schools and social three dimensions analysis the reasons of the current school improvement. In the Chapter III, the author reflects the current school improvement. With the new institutionalism, define the system. Then explain the problems that exist in the process of improve schools. Chapter IV analysis how to arrange the system of effective school improvements.
