In the 1960s,the Famous "Coleman report" asked the problem of school's low potency,shot to traditional school education which hold the dominant position,educators,leaders and the educational scholars have carried on the massive reconsiderations to the school education,then cause one movement of improves the school potency in the world scope .The research of School effectiveness has also led to a lasting improvement of the schools. With the apparent of new public management movement, in the field of education presented decentralized of management movement, to improve the schools bring a lot of new problems. These new problems, impact on the existing institutional framework, on the one hand, the old system of framework is the reason of stopping the school's improvement, led to the autonomy of the school can not give full play; on the other hand, led to the school needs to improve. To adapt to the framework of institutional, the school must seek its own development path.
