With the development of society, the demand for education is also getting higher and higher, the national emphasis on education has reached an unprecedented level. Primary and secondary school has developed rapidly.However, the level of school management is incompatible with the pace of school development. Backward ideas and concepts of the school management, school management level, single management methods can not become the practical assistance of school development. The traditional planning and management system has a strong impact on the management of primary and secondary school, whose administrative authority is powerful, it also emphasizes unity, routine, and obedience. After the reform and opening up, some experts and educators have done some exploration, applying foreign advanced management theories to domestic school management practices, but the result was unsatisfactory. The level of school management has gradually become an important factor restricting the development of the schools.Organizational culture allows members to form a universally shared values, beliefs and behavior, and to guide the thoughts and words and deeds of the members. It is the driving force of organizational development. The organizational culture is the soul of an organization, and school or ganizational culture is the soul of the school development.Use of organizational culture theory to guide the management of schools, create a unique culture management model is bound to have important implications for the improvement of school management.The article discusses the meaning, content, function and feature of the school organizational culture.By means of comparative analysis with other management theories, the advantages and unique atribute of school organizational culture is highlighted. Through the analysis of school organizational culture, the article elaborates the lack of administrative culture from three aspects of the students, teachers, principals and pointes out the direction of school management improvement from interpersonal communication, leader, resource integration, and stability. Some proposals and measures of organizational culture are brought in schools from the three aspects of the student innovation management, teachers process management and principals growth management. School organizational culture management stresses the innovation of school organizational culture,based on the concept of people-centered service, providing for conditions in which students can practise selfmanagemnet, increase students’ self-management efforts and erect a bridge of the internal and external; Teachers in the whole management of the school organizational culture oriented to focus on the selection based on the school organizational culture of goal-oriented management, pre-service training of management of cultural identity based on school organization, professional development based on the organizational culture of innovation management, performance management based on cultural characteristics of school organization, involved in school-based organizational culture of conflict management; Organizational culture as the oriented principals growth management focusing on the principal cultural generation, development, innovation and maturity of the four characteristics.
