Wenzhou is the forerunner of China's market economy, which is well-known for its developed private economy and wealthy private capital. Wenzhou private education also took the opportunity to generate and develop, which has become a characteristic and promising part in Wenzhou education. Since reform and opening up, the development of private education in Wenzhou attracted the attention of the researchers and was dubbed one of the four regional models of China's private education for its multiple investment entities, various forms of running schools and normative school management. With the promulgation of "People's Republic of China Private Education Promotion Law" and its implementing regulations, the development of private education in Wenzhou is facing the new situation and new problems, with which the associated theory and practical research is not much.In recent years, Wenzhou private education is facing the new task of changing the focus from number and speed to quality and efficiency,,however, there is a reducing trend for its development. The development of private education policy system is imperfect. Legislation is lacking in public welfare issues, property rights issue of attribution and a reasonable return in private education. The development of private education has not been concluded in the overall education planning in many places. Its goals, scale and the proportion in the development of compulsory education are not clear. Thus, the status of rights and interests of private education have not been effectively protected. Private education makes outstanding contributions for the education development of Wenzhou, but it is facing many difficulties and problems in its progress which has become the constraints and fetters to the private education in Wenzhou.In order to promote the sustained development of private schools and private education, it is necessary to add the private education development to the mainstream ranks so as to form a common development pattern which has both public and private education. We should establish and improve the local education laws and regulations and supporting policies, and complete the systems of the assessment to private schools, corporation, the grade estimate and the social estimate for private education. The government should change its functions and expand the running school authority to schools on the base of norms and innovatory management. The private schools should fix position correctly, strengthen characteristics and competition and pay attention to the school connotation of building a brand schools. It should give full play to the role of evaluating supervision for the trade intermediary organizations, and establish the system for the evaluation of private education quality and the healthy competition. This research investigates some typical practice of the development of private primary and secondary education in Wenzhou with the educational development theory and the principles of educational economics. It scientifically analyses the development process, problems and re-developmental strategy of Wenzhou private education, with a view to promoting the coordinated, sustained and healthy development of the private primary and secondary education in Wenzhou, as well as provide some ideas for the development of private education in other areas.The author who serves in Wenzhou Education Office has been working for the research of development of private education for many years and participated in the investigation and the establishment of the policy for private education, and is familiar with the situation of the private education, especially the primary and secondary education. The present study is a conclusion of the author's observation and reflection on the development of the private education for years. In March of 2008, there was an educational work conference in Wenzhou City, which is held for the first time since the new century. In the conference, the Party Committee of Wenzhou City, the Wenzhou People's Government promulgated the "decision for the priority on the development of education and speeding up the building of strong educational" (hereinafter referred to as "Decision", see Annex 1). This "Decision" includes many pragmatic and innovative policy measures that will promote the development of private education. I as well as the research of mine have made a direct contribution to the establishment of this "Decision".
