In order to improve the overall level of football development in China,six departments including the General Office of the State Council and the Ministry of Education have promulgated documents such as the General Programme for the Reform and Development of Football in China and the Implementing Opinions on Accelerating the Development of School Football for Youth.In this context,Zhejiang Province also promulgated the Implementation Plan for the Reform and Development of School Football for Youth in Zhejiang Province.The promulgation of a series of documents marked a brand new stage of development for school football in China,and a number of primary and secondary schools have been selected in various regions as schools with special characteristics for school football and given key support,and how to effectively guarantee the quality of school football development in these special schools is a focal issue of social concern.The development process of school football requires concerted efforts from the government,society and schools;it is necessary to objectively evaluate the level of school football development and analyse its strengths and weaknesses on this basis,which is the key to regulate and guide the development of school football.Based on this,This research takes Wenzhou elementary school football evaluation index system as the research object,and is committed to constructing a scientific and perfect evaluation index system that is in line with the development of Wenzhou elementary school football.Aims to clarify the intrinsic value of Wenzhou elementary school football and guide Wenzhou elementary school football on the right path.This research is divided into five main chapters: the first chapter is the introduction,which explains the background and significance of the study,the research method,the ideas and innovation,and systematically analyses and compares the current situation of relevant research at home and abroad;the second chapter explains the basic theories of this study,including sustainable development,system science and comprehensive evaluation,and defines the relevant concepts;the third chapter uses the Delphi method to issue two rounds of questionnaires,and constructs the required evaluation index system.and calculate the index weights using the hierarchical analysis method;the fourth chapter conducts an empirical study on the development of school football in primary schools in Wenzhou using the fuzzy comprehensive evaluation method;the fifth chapter is the conclusion and recommendations on the current situation of school football development in primary schools in Wenzhou.The results of the study show that:(1)Under the perspective of sustainable development,the evaluation system of primary school football in Wenzhou includes four primary indicators: basic support system,dynamic support system,organisational support system and intellectual support system;11 secondary indicators of resources,in-school football activities,out-of-school competitions,subject satisfaction,economic situation,development level,school football culture,government support,safety and security,decision-making management and education level with 34 Level 3indicators.(2)By establishing a fuzzy comprehensive evaluation model,a fuzzy comprehensive evaluation of school football in primary schools in Wenzhou was carried out.From the evaluation results,there are 4 core advantages in the development of campus football in Wenzhou primary schools,namely B2 economic situation,C1 campus football culture,C3 safety guarantee,and D2 education level;Wenzhou primary schools have7 core shortcomings in the development of campus football.,Respectively are A1 resources,A2 off-campus football activities,A3off-campus competitions,B1 subject satisfaction,B3 development level,C2 government support,D1 decision-making management.(3)Through the research on the current situation of the development of Wenzhou primary school campus football,the fuzzy comprehensive evaluation method is used to evaluate it,and it is known that its development is at a "normal" level with a probability of 0.3602,and had a development trend towards the "good" level;the affiliation degree was0.3146.The fuzzy integrated evaluation method was also found to be very suitable for the evaluation of primary school football development.(4)The evaluation system of school football in primary schools in Wenzhou is mainly constructed from relevant theoretical bases and has the characteristics of universality and scientificity.At the same time,an empirical evaluation is conducted to verify the operability and validity of the evaluation system for the current situation of school football development in primary schools in Wenzhou,which provides constructive reference for the staff of school football-related departments in Wenzhou to a certain extent.
