China's basic education after years of effort has achieved the "two basics" and focus on the development of basic education by the beginning of the expansion of the upgrading of the quality change. Education universal, comprehensive national strength enhancement, the demand for qualified personnel changes in the continuous improvement of people's living standards of education to a higher demand. And the general level of basic education in China is not high, and uneven development, some local authorities failed to pay sufficient attention to basic education. Entering the new century, basic education is facing new challenges, the task of reform and development is still very arduous. Since 2001, equal educational opportunities, the balanced development of the topic, has increasingly become a concern of academics, as the "two basics" universal, now with the preliminary conditions for the promotion of balanced development and institutional guarantee for balanced development of education has become the top priority of the development of basic education.Balanced development of education, that the Government is provided to each child's learning conditions, rights and opportunities are equal. To the degree necessary to ensure that education schools, equipment, teachers, and other basic conditions for a balanced distribution of education resources for all school-age children enjoy equal access to education basic rights. China is now in economic and social development is an important transition period, around the uneven economic and social development, the obvious contradiction between the urban and rural structure, basic education between urban and rural areas, between regions, schools, the gap between the individual students still exist, and some gaps also further expanded. Therefore, we in promoting the balanced development of the education work, the key is to pay attention to the region between the schools and students of a balanced equilibrium. The balanced development of basic education is the cornerstone of modern education modernization, in a region only a balanced development of basic education, will it be possible to achieve the overall modernization of education.This study used qualitative research methods of L secondary schools and rural schools "organised" high-school classes to study the case. Found "jointly" in the form of rural secondary school teacher, school funding and management concept has played a positive role. L achieve a high school education in schools and the sharing of resources between schools, promoting regional balanced development of inter-school school. "Joint" high-school classes concern for the disadvantaged groups to education, so that more farmers for their children to avoid the financial burden of families, the difference between urban and rural identity and not on the high school reading the unfair treatment. Enable farmers access to their children, a comprehensive and balanced growth.The results show that: One, a "joint" model for the L counties within the balanced development of senior secondary education; Two, L between secondary schools and secondary school teachers in the countryside, "providing assistance exchange" system of cooperation, enrich the content of the flow of our teachers; Three, "jointly" model is to increase access to higher education opportunities for the children of the farmer an important way ; four, rural high school education functions are from the rural areas to train local personnel to the building of transportation for the urban elite;.five, strengthen basic education stage of the Government's main responsibility, the establishment of free high school education system is to ensure that the balanced development of China's basic education policy orientation.
