The core of school organizational culture is teachers'shared value system-thinking and behavioral habits shared by them expressed in their thoughts, speeches, behaviors and in school phenomena as well. As a management philosophy or management idea, school organizational culture is deeply rooted in human resource management strategies and behaviors of school. The organizational values of school have been internalized into teachers'shared value system and formed school organizational culture by implementing these management regulations and behaviors consistently, repeatedly and effectively.A school in expectation of teachers with strong sense of responsibility and organizational promises always implements its recruitment strategies based on its values. Meanwhile it has set up the basic framework for united and cooperative school organizational culture in harmonious development through rational allocation of teachers.Teachers'training and development strategies are of great importance for formation of positive organizational culture. If a school can establish mechanism to stimulate and cultivate people on the basis of respect for people and concern about people, it will surely be made into a paradise for teachers to develop their profession, where teachers gain self-confidence from appreciation, obtain impetus from trust, get eagerness from sharing and experience happiness from their work. Therefore it can create democratic, equal, warm and positive atmosphere.System, which is prerequisite of organizational culture, guides organization members to produce the corresponding behavioral mode. Strong and effective performance management, especially supported by pay, is prerequisite for producing powerful organizational culture and provide guarantee to improve teaching quality of school education continuously.Modern human resource management strategies of school attach importance to function of people and are people-oriented. They concern about teachers'personal survival and development so as to harmonize their development with that of the school, form a united value system between the school and its teachers, and thus form a school organizational culture in unity and enterprise aiming to ensure the school's core competitive advantage and its long-term development.
