Since the 1980s, the rising and prospering of the research in the organizational culture among the enterprises in Europe and America, has brought about not only tremendous influence on the enterprise circles, but also a good deal of enlightenment and reference for the educational organizational behavior science and the school management science in the educational circles. Following the tradition of the organizational behavior science, the article gives a good sorting-out of the relevant contents of the organizational culture and the organizational efficacy from concept to principle. Such scholars as Ouchi, Kennedy, Robbins, Schein and Hofstede, etc made descriptions of the organizational culture to varying degrees while Seashore put forward the standards for the evaluation of the organizational efficacy. People generally think that the organizational culture should comprise such four aspects as basic assumptions, value outlook, norm and artifacts & creation, among which the value outlook is the kernel. Culture is a very important factor leading to the success of the companies. Such scholars as Owens, etc extended the above theory into the organization of school and made a special analysis of the school organizational culture.The scholars, who conducted the research onthe relevant efficacy schools in the advanced European and American countries, all stressed the importance of the school organizational culture and held identical views that a good school organizational culture can improve the efficacy in running the school. The scholars from Hong Kong and Taiwan, Zheng Yanxiang, and Pan Huiling, etc, wentdeeper into the school organizational culture and conducted the proof studies in Hong Kong and Taiwan regions, which fully affirms the great significance of the school organizational culture and the organizational efficacy to the development of the school. In the mainland, the relevant expositions are more found in such books as about the educational management science and are mostly based upon the theoretical summaries. In the article, not only does the author give a theoretical summary of the school organizational culture and the organizational efficacy to strive to make the document rich, full and accurate, but also he makes an investigation by giving a test with questions in six key high schools in Zaozhuang city , has some interviews and discussions and conducts the observations as well. In the research, the organizational culture and organizational efficacy are found to get a low score in this area, which is not so optimistic. The existence of the school oganizational culture is closely related to that of the the organizational efficacy. What' s more, the aspect of value outlook in the organizational culture has the greatest influence on the organizational efficay. In the article, a generalization is made from the investigation results and a difference analysis is conducted as well. Control Management Mode is a popular management mode pursued in these schools. The governors' viewpoint on humanity is in accordance with McGregor' s X Theory, showing that in management the teachers act as "instruction-receivers" and "executors" , who keep in a passive and submissive position all the time, put under close supervisation and control. As a result, the organizational efficacy of the school is in a low degree for the teachers lack enthusiastic attitude and behavior. In the Control Management Mode, the strict hierarchy and vertical management organizational structure exist in the school,which results in the centralized decision-making power in the upper level, the more restrained limits of authority for the management, the popularization of bureaucratic culture. Power has become the object which people vie with each other to pursue. The system has become rigid for lack of flexibility and the teachers stick to conventions so as to lose their independence in thinking and lose their real ability in judging the value outlook, which limit their sustained development.The article not only analyzes profoundly th...
