Many reforming schools have appeared in metropolises in our country one after another from the 90s. These schools developed quickly within a short time and their scale was expanded rapidly. Now they are becoming the"leader"schools in their local area gradually. Although the appearance of these reforming schools has played active roles for mitigating the problem of fund insufficiency in basic education of our country, the corresponding issues attached to it are following after.This paper is organized into four parts. The first part gives a review of related research on the scale of both domestic and international schools, summarizes the development trend of current school scale, and presents research achievements, home and abroad, on the predominance of small scale schools, as well as that of large scale ones. In the second part, the causes of Over-sized Reforming School are mainly analyzed from three aspects: government, society and school. OSRS's foundations are primarily given birth by the all level governmental desires of improving local educational qualities and the economic problems coming from the educational fund deficiency. The social requirement for better educational recourses provides the breeding soil for OSRS. Meantime the pursuit of public reputation and advantageous gain becomes the internal impetus for OSRS forming. The existing problems of OSRS are introduced in the third part including external problems resulted from the forming of OSRS, such as the imbalance in educational resource allocation and the disequilibrium of educational fairness. The internal problems of GRSS are involved as well, for instance teachers'over high work pressure, the serious phenomena of teachers'ennui, the oversize span of school-organized control, management inefficiency, the increasing probability of potential troubles in campus safety and the impact for student individual development. In the fourth parts, the paper at first analyzes the future development way selections of public reforming schools. It is believed that their keeping reforming is a contradiction to public welfare of compulsory education. The development way to privatization does also not fit our national conditions. The public reforming schools can only come back to the path of public school running system. After the confirmation of the future development way selection, we proposed the practical strategy for solving existing OSRS problems. It is presented that the existing problems for OSRS are able to be solved by ways of optimizing educational resource allocation, reducing the scale of OSRS by cutting short of the class size via"reposition", strengthening further the school-based management and so forth. OSRS is ultimately shaped as the paragon of quality and effective public schools.Admittedly, the return of reforming schools to the public school running system and the scale reduction of OSRS should not be attempted to hasten for a quick success. These indeed require a long process which, however, is much harder and slower than that of the public school reform. |
