| In the hightech and intense competition today, in order to build a harmoniousdevelopment of society, we need a new concept of development to guide us forward, that isthe scientific development concept which is stated clearly in the report of The 17thCommunist Party of China's National People's Congress. In this paper, the concept ofscientific development and the development of human resources in the public the idea ofintegration, from about a "peopleoriented" concept of scientific development orientation ofthe basic values is not only a concept of development of modern human resourcedevelopment in the public's guiding ideology.At present, China's public in the development of human resources there are still manyproblems, such as the development of human resources of public arbitrary larger, quality,and lack of efficiency, the results deviate from the expected target. Ultimately these issues ishow to arouse people's initiative, the development of human intellectual thinking, how canreceive comprehensive development, and to enable them to maximize their potential andcreativity. These require us to rational and effective public human resources development,the efficient realization of human resources development, and make full use of optimalallocation.Through analysis of the public the status of development of human resources, summedup the current public human resources development and the problems that exist in thereasons for the formation of these deficiencies, from the perspective of the concept ofscientific development innovative public human resources development concept, thedevelopment of rich content, improving development methods, the establishment of thescientific concept of development in line with the basic values of public human resources todevelop new models for development, optimize the allocation and reasonable use of publichuman resources, and further improve the public human resources development. |
