China National Defense Education Resources Optimization And Configuration

Due to the scarcity of national defense education resources (NDERs), it's a top issue how to allocate the resources soundly in order to efficiently make use of them and to partly resolve the problem of the shortage of NDERs. Based on the definition of NDERs, this paper studies the elements of NDERs such as human resources, financial resources, educational conditions and spiritual resources and thus discusses the effects of them on NDERs. And it avoids the misunderstanding of the terms by defining macro and micro allocation. The author mainly analyzes the efficiency of micro allocation and researches on allocation of the four layers of the allocation according to the present conditions. Then the paper puts forward the appraising indexes systems of the NDERs allocation. Finally, in terms of the Scientific Outlook on Development, this paper puts forward the outlines of and the approaches of how to efficiently allocate NDERs.
