In our traditional planned economy system, the state took on too many duties, and colleges and universities built their own completed logistics in a welfare and administrative way. Therefore, every school had to run a huge logistic system, and burdened lots of extra social responsibilities. Since 1990's, in order to let more and more high school students receive higher education, the colleges and universities of our country expanded enrollment steadily and changed "elite" to "mass" higher education. However, on the one hand, the old completed logistic service system of colleges required huge budget; on the other hand, the state educational appropriations were always in sufficient. Hence, the logistics in colleges and universities could only provide a low level welfare services in equalitarianism. After the college enrollment expansion, the conflict between the increased students and limited facilities became acute. The campus was too small, and classrooms, dormitories, dining halls and playgrounds were quite deficient. It was hard to deal with the conflict of upgrading the obsolete infrastructure and lacking of money. Consequently, the logistic services once became the "bottleneck", and restrained enrollment expansion and development greatly.Since the Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party, the questions about how to eliminate this "bottleneck" restricting the higher education development and how to reform the logistics in colleges and universities were put on the agenda. Furthermore, after the "Shanghai Conference" in November 1999, under the guiding principle of "overall planned by the government, organized and executed by the educational and administrative department, joined by colleges, participated by the society, and guided by the market", the reformation of socialization of logistics in colleges and universities were carried out. Remarkable accomplishments have been achieved over the past two decades, and especially in recent seven years, in which this reformation has been expanded nationwide. However, here still remain many difficulties and problems. To a great extend the logistics in colleges and universities still impedes development of the higher education in our country, though it is not the restraining "bottleneck" any longer.By reviewing the reformation of socialization of logistics in universities over the past, analyzing the achievements and the existing problems, and pointing out the new situation and new tasks, this article is trying to examine the difficulties and factors which influence the reformation of socialization of logistics in next steps. By studying the basic principles and operations of logistic services in universities of other countries, it is trying to conclude the experiences we can learn, and trying to put forward some ideas and suitable models to further deepen our reformation. Finally, by a case study of S University, the principles and ideas of socialization of logistics are stressed, and some suggestions are provided.
