The generation and development of Chinese Normal Education is in company with the formulation of the Modern Educational System. In the year 1904, the Qing Dynasty promulgated which was the first Implementary Education System within the whole nation. It regulated that normal schools should be separated with the general schools, thus the Independent Normal Educational System was set up officially. Secondary Normal Education, Tertiary Normal Education and Female Normal Education developed steadily under the independent system. The Normal Education gained great achievements within several years, illustrating that the Qing government put much attention on Normal Education; The government could train the talents according to the special requirements of Normal Education; The need of qualified teachers for all kinds of educational institutes could be provided through this system. The Independent Normal Educational System accorded to the requirement of government control education and the development of the productivity and the change of values of education.In the year of 1912, the Republic of China government issued , Which cleared off feudalistic factors of < Gui Mao Education System > and was provided with bourgeois character with the purpose to carry out the change of society attribute of the Normal Education. The Normal Education was still independent and was managed under the central government. The Normal Education developed rapidly and the independence of Normal Educational System was consolidated during this period.The Independence of Normal Educational System was abolished in in the year 1922. Many normal schools were merged into high schools as one subject; higher normal schools were merged into comprehensive university or turned into normal university. The value and function of Normal Education ignored by the government so that the development of Normal Education suffered a heavy blow. Once the Independent Normal Educational System was break down, the regular training system was destroyed; Teachers'status was debased; Educational circles began a new debate between model nature and academic nature of Normal Education. The development of Secondary Normal Education and Tertiary Normal Education entered into a hard time. It was a declining period in the history of Chinese Normal Education.This dissertation takes three Modern Educational Systems as breakthrough point, analyzing the development of the independence of Normal Educational System from three stages; trying to explore the history background and causation of the formulation, development and abolishment of the Independent Normal Educational System; striving to make objective estimation on the situation of different kinds of Normal Education under the Independent Normal Educational System and after the abolition of Independent Normal Educational System, in order to provide some experience for the current Normal Education reformation.
