As one part of PE, physical education in the university is the highest and final stage of personnel training in China, and it is also the key to that. With the changing from exam-oriented education to education for all-round development, personnel training in China demands that physical education in the university adds students'lifelong physical sense, ability and capability of adapting the society into the all-round developing goal in order to establish the student-centered teaching method, attach importance to the development of students'characteristics, and cultivate students'autonomic learning, self-exercise, independent thinking and innovation abilities.Physical Education teachers are the core of Physical Education in China. The development of Physical Education relies on the development of Physical Education teachers, and it is also an event which has relation to personnel training and Physical Education enterprise of the whole country, meanwhile, people in the field of physical education in the university pay more attention to that. Therefore, we must consider that whether the quality, quantity, levels and majors of physical education teachers in the university are adapted to the demands of the new physical education in the university, whether physical education teachers in the university can undertake the mission of carrying our innovation education and cultivating high-quality personnel.On the basis of analyzing the specialized quality structure of physical education teachers in the university, the thesis investigates and objectively evaluate the present situation of specialized qualities of physical education teachers in the university in Hebei Province, then proposes the suggestion of improving the teachers'specialized qualities, aiming at establishing clean goal for the teachers'specialized qualities and supplying the theory basis for normal schools cultivating teachers and the in-service physical education teachers in the university taking further education.There are four research approaches in the thesis: the literature study, the investigation, the math-statistics method and the logic-analysis method. Through the literature study, the thesis has consulted the literature and books concerned teachers'specialized quality, and according to the investigation's need, through the face-to-face talk and the telephone interview to experts and outstanding Physical Education teachers in ordinary universities, it has learned the present situation and the open question of the specialized quality of physical education teachers in the university and the specialized quality which should be had by Physical Education teachers in the university, has obtained the first materials about the specialized quality of physical education teachers in the university. Then the thesis has used the Delphi method to forecast the factors of the specialized quality of physical education teachers in ordinary universities and deferring to these factors, it has investigated the present situation of the specialized quality of physical education teachers in the university in Hebei Province by the questionnaire survey. Finally the thesis has carried on the statistics to the teacher questionnaire by the math-statistics method and has carried the induction and the reorganization to the result and the information from the interview by logic-analysis method, then has drawn the conclusion.Conclusion following: the factors of the specialized quality of physical education teachers in the university can be divided into three classes: specialized knowledge, specialized ability and attitude value conception. Second-level factors include discipline knowledge, condition knowledge, practice knowledge, Physical Education teaching ability, Physical Education organization and guide ability, Physical Education scientific research ability, Physical Education evaluation ability, attitude value of working, living attitude, value and attitude toward students.The Physical Education teachers in ordinary the university in Hebei Province are good at practice knowledge. The condition knowledge and the discipline knowledge need to increase dynamics study.They have the ordinary specialized ability and are good at organizing and instructing the sports, but the teaching faculty is not comprehensive. Overall Physical Education scientific research ability is weak. The teacher craves in the sports education. The love of teacher to students is real, fair, reason. But the teacher treats in the teaching the difficult manner not to be positive, the attitude of teacher to students will be enhancing variously.In order to improve the specialized qualities of Physical Education teachers in the university, the thesis proposes the following suggestions, strengthening the knowledge interpenetration through the means of in-service training, continuous education and self-learning; strengthening the teachers'specialized ability training and promoting specialized teaching levels by the combination of theory and practice, learning and communication; advocating attitude and value education to form well- educated surroundings with the influence of society, family and school.
