With the popularization of high education, the scale of graduate education is increasing expanded in China, particularly the education of master's degree. Yet because of the short period and weak ground of China's graduate education, many difficulties and inconsistencies begin to appear gradually, which restrict seriously the development of our graduate education. The recruitment of students is the start of the whole graduate education and the key to ensure the quality of graduate education. Therefore, it is important to establish a scientific and reasonable system of graduate enrollment and examination.This paper compares the graduate enrollment and examination system in foreign countries, including America, France and Germany, analyses their characters from four factors: the plan management of enrollment system, the application system, the examination system and the admission system. In America, the examination attaches importance to the abilities of candidates, and emphasizes comprehensive measures. France has a graduate system with relative low requirement. It examines not only the professional knowledge, but also the wider acquirement. In Germany, the graduate enrollment has not examination, and it carries out the tutorial system in the process of enrollment. After analysis above, the paper summarizes the common characters of graduate enrollment and examination system of these three countries, such as strengthening the action of college and tutor and emphasizing mixed measure on candidates stuff.Then, based on Chinese practice condition, this paper finds out the problems of China's graduate enrollment and examination system, such as centralization of managing power, absence of self-determining right of tutor and low requirement in professional examination and so on .Finally, this paper tables several proposals to promote the healthy development of the system, including reformation of the current system, strengthening self-determining right of tutor in the process of enrollment.
