Because of the population increasing of our country, ceaseless decreasing of our landresource and the evolution of agricultural modernization development trend, the transferof rural surplus labor force problem appears gradually, which is becoming a majorproblem of our national problems after the reform and opening up. At current, the problemhas become the Major strategic issues. It has become the constraints of our ruralproductivity development and farmer income level raise. As the Primary industry of ourcountry, agriculture is the basic industry of the national economy. The problem ofagriculture is not only related to the people's livelihood issues, but also the starting pointand end point of solving the problem of transfer of rural surplus labor problem. However,the overall cultural level of the surplus rural labor force is low in China.the labor forcequality is poor. The stock of human capital is Insufficient, Which has brought manydifficulties to the entire transfer work and has also effected the realization of agriculturalmodernization and the leaping development of rural economy.In this paper, the new rural construction and the solving of agriculture problem is thestarting point. Article analysis and study on the transfer of surplus rural labor supplysituation, characteristics and the main reasons for the transfer process being blocked,around the theme of rural economy leaping development and agricultural modernization.On the basis of the Study on the Successful experience of the United States, Japan,Germany who develop occupation education to promote the transfer of rural surplus laborforce, I think that the development of occupation education is the fundamentalcountermeasure for the transfer of rural surplus labor problem. The article emphasized theimportance of the development of rural occupation education for solving the surplus laborforce problem and put forward specific policy and measures to promote the resolving ofrural surplus labor force transfer problem through the development of occupationeducation job. Such as: the government to increase investment implements of thecompulsory strategy the primary occupation education. Vocational education itself shouldmake corresponding reform and perfect such as: education mode diversification, school-enterprise cooperation and so on.
