In China, the rural basic education is not only the essential cultural base to study science and technologies, to realize the transformation of their occupations for almost 900 million peasants, but also the basic support and lasting power of wiping out the difference between town and country and constructing harmonious society in the new century. The development of our country' s rural basic education has a strong dependence on the national policy, and the present situation of it also exactly being the synthetical outcome of the common function between the long period accumulation of the national educational policy and the time background.Centering on the historical process of our country' s basic educational development in the past 30 years since reform and opening-up, this thesis has analyzed and studied the evolution path and trend of the central authorities' related policy systematically. On the basis of summarizing historical experience, and intergreting with the current situation of the rural basic education, this thesis is aiming at further emancipating the mind, promoting the overall innovation of theory and practice, and it is also in order to offer beneficial reference and model for the new innovation of the central authorities' educational policy which takes the construction of the new pattern of the rural basic education system as the symbol .As the choice of research methods and contents are concerned, this thesis takes the rural basic educational policy as an independent object of study, it also has adequately emphasized the great effects of the national policy on the development of rural basic education. This thesis attempts to go out from the vision of pedagogical research, and it tries to put the development of the rural basic education in a macroscopic time background and in the eyesight of institute from the policy analytics' angle, so as to inspect emphatically the inner link between the rural basic educational policy itself and the institutional changes. Basing on the policy changes, this thesis analyzes the concrete aspects thoroughly, including the policy formation background, the policy process, the policy predicament and so on. It even has inspected the relationship between the policy and its implement from the practial angle, so as to restore to the original state of the history and unscramble it in the maximum and thorough extent.The basic logic frame of this thesis consists of three major parts, including prologue, the historical inspection on policy changes and the inspiration. The author tries her best to inspect the overall picture of our country's rural basic educational policies which have been enacted since reform and opening-up objectively and systematically. This thesis consists of five chapters.The first chapter is about "the overview of the development of rural basic educational policy in China before reform and opening-up" . This chapter has a systematic review on the development of our country' s rural basic educational policy which enacted after founding of the nation to Great Cultural Revolution,Great Cultural Revolution period, and it also has an objective evaluation pro and con, so as to show the historical inevitability and urgency of the reconstructing of our country's rural basic educational policy system . The second chapter is about "the historical process of our country' s rural basic educational policy since reform and opening-up" . This chapter has been divided into five stages and investigated the orbit of the rural basic policy for education in our country from 1978 up to now in detail, it also has analyzed the concrete policy contents and the implementation situation as well as the prominent problem exposed.The third chapter is about " analysing the characteristics of our country' s rural basic educational policy since reform and opening-up " . It has discussed the main features of the evolution of our country' s rural basic educational policy from four aspects, namely the essential feature of the development of ecological environment of policy, the prominent feature of the innovation of policy content, the primary characteristic of the innovation of policy formulation and the concrete characteristics of constraint of policy innovation.The fourth chapter is about "the inspiration of the vicissitude of our country' s rural basic educational policy since reform and opening-up" . It summaries and thinks about the policy from two aspects which are the historical experience and the reality. This chapter has summarized several main ideas: such as policy content' s keeping pace with the times is the most important premise of policy innovation, the policy system' s linkage and continuousness is the basic guarantee of policy innovation, the emphasis on both policy formulation and implement is the essential condition of policy innovation, the realization of equalization and modernization on basic education is the final destination of policy innovation.
