Vocational education plays an important role in training high quality workers, promoting social harmony and stability and promoting modernization. The development of vocational education depend on the support of the improvement and prosperity of vocational education policy.The development of vocational education policy guidance and norms is the main driving force to promote the development of Vocational education. Therefore, it is of great significance to carry out the policy research, which will help to improve the higher vocational education policy and promote the reform, development and prosperity of the vocational education. At present, the study of vocational education policy is lack of in-depth analysis. Most of study focus on the policy content analysis,not the research of policy process.It is not a good reflection of the vocational education policy.The goal of the text analysis is to findjout the logic of evolution and promote the scientific?democratic and institutionalized.And it has important practical significance and theoretical value on the Vocational education policy.The research object of the research is to study the policies of vocational education, combining with the research object of previous research, using the research methods of literature and text analysis. We try to find out the evolution logic of the development of vocational education policy through the research of the background and content of vocational education policy. Specifically, the research mainly includes the following aspects:The first part is introduction. It includes these aspects:Presentation of questions;this paper discusses the questions and the importance of the study of vocational education policy.The significance of research; the research has important theoretical and practical significance for enrich the policy of vocational education and deepen the reform of vocational education. Literature review;it summarize the different perspectives of the research on vocational education policy, the reference and the shortage. Research idea and method; it tells the research methods and the structural frame and to be used. Innovation and shortage of research;it instructs the the innovation of research and the limitations of internal and external causes.The second part is the changes of vocational education policy. Analyzing the changes of vocational education policy since the reform and opening up and dividing the development of vocational education into three stages in accordance with the characteristics of the development of vocational education and the time of key policies: the stage of the adjustment of the secondary education structure(1978-1995); the stage of the exploration of vocational education (1996-2010);the stage of the establishment of the modern vocational education system (2010). And analyzing the background of the characteristics of the stage of the policy, the different aspects of vocational education and achievements and shortcomings in different stages of vocational education so as to clarify the development of vocational education policy ideas, provide the basis to discuss the logic and error in the evolution of vocational education.The third part is the evolution logic of the policy of vocational education. We try to summarize the development characteristics of different stages and reveal the evolution logic of the development of vocational education. The evolution logic of the development of vocational education policies are summarized as the following aspects according to the different orientation analysis model:the dynamic mechanism by the means of management system adjustment.the value orientation of policy goal of vocational education oriented by policy value; the process assurance of the implement of vocational education policy based on specification of people and property; the cultural rules of vocational education policy discourse leading by economic discourse. And we also analyze the evolution of the changes in these aspects.The fourth part is the analysis of the error of the vocational education policy, it is to explore the problems of vocational education policy through the analysis of the evolution of vocational education policy, in order to provide a reference for the development of vocational education policy. The analysis of the error of the vocational education policy includes:the lack of vitality and failure to effectively implement the school running autonomy; the value orientation of policy objectives swinging and failure to fully respect the rule of vocational education;the lack of stability of the assurance of the process of policy implementation and failure to effectively play protective and incentive functions;the cultural rules of policy discourse utilitarian and failure to respect the education public opinion.The fifth part is the future trend of vocational education policy. Based on the analysis of the errors of vocational education,the forecast on the development of vocational education policy in the future and the future trend of the development of vocational education is put forward, the future trend of vocational education policy mainly includes:the formation mechanism for of vocational education policy should be changed from "confused in duty" to "unified coordination"; the value orientation of vocational education policy should be changed from "single utility" to "multy orientation";and the policy of vocational education should be changed from "lack of supervision" to "full supervision";the policy discourse should be changed from "government oriented" to "public opinion participation".In short, because the vocational education policy has a great influence on the development of vocational education, it is necessary to review and analyze the policy of vocational education since the reform and opening up. It is conducive to make clear the development of vocational education policy through in-depth research and analysis of vocational education policy and then lead us to think deeply about the problem and the shortage of vocational education so as to provide reference for the scientific, institutionalized and democratic of the development of vocational education policy in the future, and promote the further reform and development of vocational education.
