Conception of higher educational quality is a conception of knowing to higher education. It is a practical process that the subjectivity can be reflected from objectivity. With the development of China' s higher education toward the mass higher education , the thought of intrinsic and unitive elite higher education can not be seasoned with the massif icational request. So studying on how to change the view of the educational quality and to appropriate development of higher education scale become hot problems to educational admination during the mass higher education. Wether researching scale or quality conception of higher education, we have the same purpose that we must guarantee the quality of China' s higher education and make it develop according of sustaining and healthing .To guarantee higher educational quality, we must use scientific quality conceptions as our action direction. To guarantee healthy development of higher education, we must construct a concordant supplying and demanding relation of higher education. Therefore, the writer stick to arrange three key parts as follows in the thesis. First, the author analyzes the change cause of conception of higher education quality from both theory and practice, and establishes some quality conceptions which can adapt developmental request in the massification phase to ensure a sustaining development of higher education.Second,the author puts forward that moderation development of higher education is an external request of constructing harmonious relation on supplying and demanding, basing on studing ability and relation of higher education on supplying and demanding. The third, an appropriate development model of China' s higher education scale and some basic strategies are constructed and put forward, which is based on the change of higher educational quality conception and the unbalance of higher educational supplying and demanding relation.
