Ideological and political course is a political subject with Chinese characteristics.It is an important channel and main position for colleges and universities to guide students to establish world outlook,outlook on life and values.It is also the soul course to realize the connotative development of higher education.Under the new situation,ideological and political education is paid more and more attention,and the problems in the construction of Ideological and political course teachers in higher vocational colleges are becoming increasingly prominent.To solve these problems,higher vocational colleges actively carry out reforms,increase capital investment,adjust management system,and make continuous efforts to build an excellent ideological and political course teachers.Wenzhou Vocational and Technical College,as a National Model Higher Vocational college,is highly representative in southern Zhejiang.Taking Wenzhou Vocational and Technical College as an example,this paper makes an analysis and Study on the optimal allocation of teachers' resources in Ideological and political courses in Higher Vocational colleges.Based on the new public management theory and human resource management theory,this paper analyses the present situation of the teachers' allocation in the ideological and political course of Wenzhou Vocational and Technical College,and finds that there are four problems in the construction of the teachers' contingent: first,the number of teachers does not meet the requirements of the Ministry of Education;second,the structure of the teachers' contingent.Reasonable,mainly in the age,education,Title structure;the third aspect,the instability of the teaching staff;the fourth aspect,the weak ability of education and research.In the author's opinion,there are not only school management reasons,such as insufficient attention to ideological and political courses,lack of pertinence in training arrangements,inadequate performance management,but also teachers' own factors,such as lack of strict self-requirements,lack of self-motivation.This paper puts forward some suggestions on the construction of Ideological and political teachers in Higher Vocational colleges: firstly,to increase investment and promote the sustainable development of teachers' resources,including increasing investment in the introduction of teachers,improving teachers' salaries and salaries,and increasing investment in training;secondly,to improve the performance management system,including refinement of performance management regulations and optimization of incentive mechanism;thirdly,to attach importance to the construction of full-time teachers in Ideological and political courses.Including encouraging teachers to carry out the reform of education and research,strengthening the training of new teachers,increasing the class hours of Ideological and political courses,improving the status of Ideological and political courses and encouraging ideological and political teachers to participate in practical activities;Fourth,cultivating the team of part-time teachers in schools,stabilizing the team of part-time teachers outside schools,giving different care and help to different types of part-time teachers,so that they can feel the enthusiasm and willingness of the team of Ideological and political courses.Fifth,strengthen professional identity,improve professional well-being,enhance ideological and political teachers' sense of belonging to colleges and universities,stabilize the relationship between the two sides,and achieve win-win cooperation.
