As reform and development of Chinese higher education in the continuous deepening, the leaping development stage of higher education has enter into steadily adjusting and improving quality stage which requested the size, structure, quality and efficiency developing coordinated. For the country's economic construction and social development, research universities-the important pillars and the basis of a national innovation system, an important driving force of advanced productive forces, advanced culture-assume historical responsibility. Such as human resources support, knowledge creating, spiritual motivation and intellectual support. Research shows that: the demands of the government, industry, experts, professors, parents, students and other stakeholders in higher education have being increased; Intensified competition in the international higher education; Universities and other public service organizations traditional model of management is pressing for reform. Currently the problem of research university education quality will not be caused by the issues of resource shortage, but the concept issues of quality management involving the organization, culture, system. Education quality management is becoming an important factor for improving the quality of education, The attention for the higher education quality management is being widespread attracted.As a successful application of new ideas in the business community, it has been transferred to the public service sector . Toal quality management theory(TQM) has been favored in colleges and universities because of its broad applicability and operability. TQM methods have some good performance in the field of higher education quality management at home and abroad. Total Quality Management is a kind of quality management method, which means the staff in an organization applies modern scientific and managing technology to control overall and systematically the whole proeess and faetors affeeting produets' quality to make sure the sustaining improvement of produets' quality and satisfy the consumers. It mainly includes four core concepts, namely satisfaction of consumers, whole staff participation, sustaining improvement of quality and management based on fact. With the actual situation of Chinese research university education management, This study will use document analysis, comparative studies, case analysis and other methods, in order to construct a "student-centered, process-based" total education quality management system; then, grasp the main points and processes of the TQM system. Through the analysis of case studies, this research will form a theoretical framework about university total education quality management. Finally there are some appropriate suggestions, such as the specific principles, methods, goals of implementation; How to promote all members which have the TQM concept; What is the total quality organizational culture; How to control the key points of teaching and learning process; How to assess and reform the current quality of education management system.
