Establishing, Implementing The Iso9001: 2000 Higher Education Quality Management System

With the rise of the educational internationalization, especially internationalization of higher education has already become the trend of history of educational development. The international cooperation and exchanges of education need a set of quality assurance serial standards approved by various countries.Firstly, the paper shows that with the economic globalization, the higher education of our country faces the opportunity and challenge, then analyses current college education quality and its management, and points out problems existing in it. Following it, the paper sets forth the assumption of using IS09000 series standards for building college education quality management system. IS09000 Quality Management System Standards applied in education not only bring the vigor for the school management, but also comply with the direction of the modern management theories. Gives brief introduction of IS09000 series standards, and proves the necessity and possibility of using IS09000:2000 for college education quality management. After that, in the light of the characteristics of college management, and with the example of college education quality planning, suggests the way which utilizing IS09000 of building college education quality management system should follow, it is the process method, then analyses School Educational Quality Management System can be constructed by four processes which are Management Duties-Resources Management Products Gained-Measurement, Analysis and Improvement. Then the paper shows the achievements, which the schools get through Educational Quality Management System Authentication. Finally, tries to point out some problems noticed by school in the course of constructing Educational Quality Management System. It is hoped that it can play an important roles.
