For 20 years, as the reform of the management system of Higher Education in China deepens, the management system of fragmentation pattern basically is broken in 2000. By the end of 1999, 292 universities have been combined into120, the strategy of Government support the strong one, the merger College , the adjustment of attached relations, Private Colleges began to join,and the competition among colleges and universities in China is worsening. To the situation of the majority of small and medium-sized colleges and universities in Xingjiang University, it is undoubtedly a great pressure. In order to ensure Xingjian University to win the competition in the future, it is necessary to improve the overall competitiveness of Xingjian Colleges. Therefore, the study of Xingjiang Colleges Core Competitiveness is necessary.This paper uses the method of combining Empirical Analysis and Normative Analysis. In theoretical research, learning from enterprises endogenous growth theory, this paper makes a thorough internal analysis of knowledge accumulation mechanism of the University, it points out that the essence of the Core Competitiveness of Universities is knowledge integration capabilities of the College staff. The constituent elements of the Core Competitiveness of the College are divided into the general elements and the core elements, which is laying a solid foundation for the Evaluation Index System of the Universities Core Competitiveness. In Empirical research, this paper elects 12 integrated Universities and eight multidisciplinary Colleges as study objects. After the establishment of evaluation index system and data collection, this paper conducts the Principal Component Analysis of these two types of Colleges. The conclusions of the study show that: Firstly, compared to other domestic Universities, the majority of Xinjiang University is not competitive, the main reason for this is that the subjects in Xinjiang University is uncompetitive. Secondly, the degree of government policy orientation and cultural atmosphere is the main factors that affect the Core Competitiveness level of Universities; Thirdly, different Universities have different functions. The functions of Integrated Universities are a technology innovation, and the main functions of more branches Colleges are the personnel training.On the basis of the findings of the study, the paper presents the Suggestions of enhancing the Core Competitiveness of Xinjiang Colleges: formulate scientific and rational objective of the school, establish coordinated mechanism of Universities development, strengthen the construction of disciplines, build the core of high-level personnel, and optimize talent Training structure.
