On The Improving Of The Achievements Appraising System Of The Social Science In China

Nowadays, the development of our social science is stepping into a new stage: with omni-bearing, multi-level, inter-discipline, and cross-department innovations in social theories,methods and systems. How to appraise the research achievements in social science scientifically,objectively and reasonably, establish and perfect the appraising mechanism,appraising standard and appraising system of the achievements in social science in China is becoming an urgent and significant theoretical and practical problem that must be solved. Without appropriate and scientific appraisal, there is no scientific management, no effective promotion of the competition of the discipline, and neither is the feasibility program of the goal of discipline research. The article considers this as the starting writing point and probes into the subjective and objective reasons that bring about so many problems through the analysis of the current achievements appraising system in social science in China; finally, the article, through comparing with and drawing lessons from the advanced achievements appraising experiences of the social science abroad, proposes the countermeasures and suggestions to improve the achievements appraising system in social science in China.The key prominences of this article are: Firstly, by systematically combing the research achievements that has already existed, the article summarizes the definition,form,characteristics of the achievements in social science, concludes the major mode and method of the current achievements appraising in social science in China, and differentiates the achievements appraising between the social science and the natural science; Secondly, the article attributes the non-standard of the current achievements appraising in social science in China to three aspects: non-standard of the appraising norm and the appraising standard, non-standard of the appraising procedure and non-standard of the appraising process; Thirdly, tracing to its source, the article, through the analysis to the phenomena, believes that the reasons that lead to the continuous problems in the current achievements appraising in social science in China are that the appraisers haven't been dealing well with six relationships between achievements creation and theory explanation, academic value and social value, short-term value and long-term value, direct value and indirect value, achievements quantity and achievements quality, domestic recognition and overseas recognition; Fourthly, the article, through introducing and analyzing the comparatively mature achievements appraising system in social science in overseas developed countries, sums up the beneficial experiences that worth us learning from.Finally, the article puts forward the countermeasures and suggestions to improve the achievements appraising system in social science in China: first of all, we should reconstruct the appraising standard, making the concrete and historical unity of truth standard,value standard and aesthetic standard in the process of the achievements appraising in social science; In addition, we should improve the appraising method, and the concrete measures include: first, forming the quotation analyzing method; second, upholding the peer appraising mechanism; third, building up the achievements new-checking system; fourth, establishing the achievements appraising institution especially for social science; fifth, laying stress on the appraising of the different places; sixth, attaching importance to the objection.
