Science And Technology Management And Service System Of University Based On ISO9000Family Standard

Science and technology management in colleges and universities is based on the law of development of science and technology, consciously regulate internal and external relations of the science and technology system in universities, creating conditions and providing services for college science and technology workers, organizing and coordinating of scientific research team, and constantly work to improve research levels and results. Management of science and technology’s goal is to optimize the environment and the allocation of resources of science and technology in colleges and universities, achieving the greatest benefits technology management at minimum costs, thus increasing overall strength and competitiveness of university of science and technology, cultivating high-level talents and serving the development of community and economy. Therefore, in essence, the core of the university’s science and technology management is project management, technology achievement management, technology funds management, intellectual property management, academic activities, laboratory management, providing quality services and strong support and safeguard for the development of science and technology in colleges and universities.At present, the outstanding problem in the field of science and technology management is poor conception, unfashionable management, the absence of service capacity, inadequate management system and many other aspects. Lacking effective measures for achieving service functions of science and technology management, led long-term dispersed and disorder of science and technology management activities, there are some technology management system and policy lacking effective of competition and incentive mechanism, directly effecting workers of enthusiasm and creativity, hindering the development innovation capacity and innovation type talent. Therefore, university management reforms need to be implemented.This research based on ISO9000family standard, introduced ISO9000quality management system and related standard and theory into technology management area, developed and implemented technology management service system file, applicated quality management principles and methods, achieved service quality goals, let methods standardized, service process programmed, obtained quality technology management service, established science, reasonable, specific, widely applicable of college technology management service system. enhanced further the service quality of university science and technology management, promoted the development and progress of science and technology in colleges and universities, offered new concepts and models.PurposeBased on the ISO9000family standards and related theories, referencing basic glossary and requirements of ISO9000:2005, ISO9001:2008, ISO9004:2009, according to the characteristics and laws of science and technology management and service, we worked out service quality manual, program file and the job file, established standardized process of science and technology management in colleges and universities, enhanced the quality and efficiency of the management of science and technology.MethodsThe research mainly used methods such as documentation, group discussions, expert interview, induction. Through reviewing literature, we got in-depth interpretation of basic terminology and core content and concept about ISO9000quality management system. according to ontent, process, features and law of technology management work, we found roughly corresponds about content and relationship. According to related requirements and principles of ISO9000family standard, we redefined definitions of relevant terms, then according to literature information and domestic college technology management work file, combined author’s experience in technology management work, conference discussion and expert interview records, combed existing basic work process of college technology management, analyzed problem, discussed the feasibility of ISO9000family standard and method of building college technology management service system based on ISO9000family standard, worked out service quality manual, program file and the job file, established standardized process of science and technology management in colleges and universities, Follow-up we will comment, modify and evaluate the file and carry out empirical research.ResultsThis study achieved good results. Firstly, summarized the current problem of science and technology management, namely, mechanisms, methods, management quality and managers, clarified the applicability of ISO9000family standards in colleges and universities. Secondly, introduced the basic principles and essential requirements about ISO9000family standards, basic steps of constructing service system of science and technology management in colleges and universities, noted that problems should be paid attention to in the process in the development of university science and technology management and service system file. Thirdly, according to prepared principles of quality management system file, described constitute of service system file, including quality manual, program file and job file, and according to actual condition of Southern Medical University, worked out Southern Medical University technology management service quality manual, program file, job guide file, and so on.ConclusionsThis study come to the following conclusions:Firstly, introducing ISO9000family standards into science and technology management of colleges and universities is applicable. This research comb current process, some defects and insufficient of management means, management system mechanism, managers of college technology management, from ISO9000family standard itself basic features, target achieved, management elements, success experience, application prospects of ISO9000family standard, we analyzed that introducing ISO9000family standards into science and technology management of colleges and universities is applicable.Secondly, Straightening out the relationship between the components of the science and technology management in colleges and universities is the core of the scientific construction of university science and technology management and service system. Thirdly, the difficulty of constructing science and technology management service system in colleges and universities based on the ISO9000family standards is document preparation. The challenge of this research is to ensure the suitability, adequacy and effectiveness of a document on the universities. The file needs further improvement in management practice.the science and technology management in colleges and universities is a relatively broad study area, there are a number of management and technical issues need in-depth research. In the current research on the subject, although there has been some results, but because of the author’s knowledge and capacity, relative to the vast field of study, work has done is far from enough. Only with this research, high level dependence on the results of literature, the fit of system files with the actual work, scientificalness needs to be improved.
