With the populaization and fiercer market competition of higher education in ourcountry and more and more significant roles that higher education plays in economicand social development, personnel system has become the core of collegemanagement mechanism reform which has a direct influnce on the realization ofteaching goal and development strategy of colleges. As a new-born and important partof higher education system of our country, independent colleges could not survive anddevelop during fierce compitition unless it manages well in the personnel process,namely, to change its conventional concepts, to apply modern human resoucesmanagement measures in order to appeal, stable, inspire and develop high qualityteachers team, play their enthusiasm, initiative and and creativity fully, and to formthe core competitive force of human resources.Basing on the reality of personnel management work, this paper makes a deepand systematic investigation and study on the current status of personnel managementin Shengli College, points out that the key problem of college personnel mechanismreform is exactly on the several related issues as appointment system, pay system andperformance assessment. In reference with modern human resources managementtheories, on the basis of aggregating and analysing the experience and results ofcollege personnel management home and abroad, applying literature methods,investigating and analysing methods, quality and quantity methods and other researchmethods, pointing to the existing problems of personnel management of ShengliCollege, focusing on promoting teachers appointment system, perfecting innerallocation system, and sounding performance assessment system, this paper proposessome thinking and suggetions on the personnel system reform of Shengli College.
