The competition in world economy, in the final analysis, is a competition of human resources quality. In contemporary society, not only are needed large quantity of R&D oriented scientific human resources owning advanced theory and high technology, but also needed, even more, large number of skilled personnel with fruitful practical experiences who are diligent, career-respected and high-skilled. The lack of high-skilled personnel is a crucial factor to restrict WUXI to change the economic increasing mode and boost the optimization and upgrade of the industry structure. To strengthen the cultivation of high-skilled personnel is good to translate heavy population pressure into human resource. Therefore, it's necessary to strengthen the study on strategy of cultivation on persons with technical ability in WUXI.The above as background, There are some parts in the dissertation. The first part mainly introduces the study purpose, limit, importance, content and methods and study state in correlative field. Then, this article mainly analyses the development of economy and society in WUXI, its correlation with the cultivation on persons with technical ability and the situation of the cultivation on persons with technical ability in WUXI. At present, the main methods to strengthen the cultivation on persons with technical ability in WUXI are the government makes supporting policy, enlarges imburse scope, guides to develop mass technical activity and constitute harmonizing committee, and the vocational schools actively attending international cooperation and extend their training function. Next, this article mainly analyses the methods to strengthen the cultivation on persons with technical ability in China and foreign countries. In China, the main methods are policy support and outlay investment by the government, improvement of practice condition and teachers, variety of the school-running mode and form in vocational schools and the active participation and support from the corporation. In foreign counties, the main methods are policy support and guiding, law guarantee and promotion, and outlay investment by the government, curriculum adaptability improvement and high quality requirement on teachers in vocational schools and financing and equipment support and teaching direction from the corporations. Meanwhile, this article mainly analyses the problem of cultivation on skilled persons in WUXI. It shows that the main reasons are the weak cultivation ability in vocational education and training institutions. Finally, this article brings forward some strategy to solve the lack of skilled persons in WUXI. This article becomes from idea, system, measure three stratification planes and omni directionally proposes countermeasures and suggestions for solving the problem of shortage of high-skilled personnel from five major respects of creating social environment for growth of high-skilled personnel, establishing motivating mechanism used for fostering and utilizing high-skilled personnel, providing strong financial resources for fostering high-skilled personnel.
