With the further reform and development of education, appeal for the professionalization of education management team, especially that of elementary and secondary school, keeps increasing. And, further implementation of the education for all-around development and new curriculum innovation also needs the leading role of the specialized education administrators and school leaders. The major of public service administration is the cradle to cultivate professionals for school management, whose developing trend would inevitably affect the professional quality of future school leaders. Although researchers have gradually drawn attention to the construction of public service management major and some findings have been released, few of them focused on the further study of the education management. Relevant researches were not wide and deep enough and research methods are yet to be riched and regulated.Through questionnaire survey and depth interview for students, teachers of educational services and directors of elementary and secondary schools, the paper has collected and deeply analyzed the information of student source, cultivation process and ways of employment. Results show that it’s very difficult for students of public service management major (education management specifically) to find jobs relevant to their major. Also, curriculum provision is not very reasonable; talent training needs to be improved; instruction mode is too simple and rigid; academic ability is weak and comprehensive ability is yet to be improved.In the end, the paper put forward suggestions for the cultivation mode for professionals of public service management (education management specifically) based on the problem showed during the survey and analysis of cause of the problem. Suggestions are put forward at three dimensions---student source, cultivation process and ways of employment. For the student source, current mode of entrance examination for students enrolling should be changed; junior college students should be able to be upgraded to undergraduates; double degree study should be open to students with subject background. For the cultivation process, current curriculum should be changed. Students with different sources should have different elective and compulsory subjects. Practice base should be established. Test for teachers’teaching achievements and standards for students’grades should be regulated. Small-class instruction mode should be advocated to grasp the developing direction of the major. Double instruction mode of society instructor and school instructor can be introduced. For the ways of employment, according to the requirements of employers, the major construction should be innovated in order to cultivate graduated that can meet the practical demands to increase the employment rate.
