| At present, there are many problems existing in China's university teacher's file management due to the impact of the traditional management concepts and their ways of practice.Decentralized management and many-headed management seriously impact on the university teacher's file to become a systematic and holistic one. The repetition of information content has led to the number of teachers'worthless labor, and even to some extent affected the quality of teaching and research work. The low quality of their file's information clearly shows on the deficiency of personality and it obstacles teacher's working condition. The management ways are obsolete, still primarily manual, which have seriously restricted the good utilization of university teacher's file. And usage also stays at the lending state. The compilation of the university teacher's file is only to meet the requirement of filling in various kinds of form. The teacher's file hasn't truly realized the functions as the basis when it provides the key information for school leaders decision-making and information reference for teacher's development.The purposes of university teacher's file management are mainly to safeguard the security and integrity of university teacher's file and to offer convenience for university leaders, relevant administrative departments and teachers. And its main roles are as follows: 1.It can provide original records of teacher's growth. 2. Providing reference proof of teaching. 3. Offering the reliable information on the scientific research work. 4. It acts as the foundation for leaders'making work of cadres. 5. It plays the role as the reliable evidence of safeguarding the individual's rights and interests. 7. It contains the important material for propaganda and education too. Therefore , university teacher's file should primarily includes the management of personnel's files, teaching files, research files, as well as personnel's health records.In order to realize these mentioned functions, reforms must be carried on in the following aspects. First, integrate university teacher's file information and build university teacher's file management system. University teacher's file should take the teacher's dossier as the principal part, supplemented by university teacher's teaching files, research files and health records. Second, in view of the present situation of university teacher's file management, unifying the working experience , the author finds it necessary to carry on a special kind of management mode called"two-set management system". The introduction to it is as follows: In the first place, both the teacher's file entity and the file information deposit in school archives, managed by the school personnel. They are charged with the task to establish the database of the administration of networks for file.The advantage of this pattern is that it's convenient for teachers to refer to the file information which are very authentic and reliable. But it's not very expedient for the mobility of persons with ability. And meanwhile it doesn't suit the principle of"file accompanies everywhere people go."In the second place, only the file entity deposits in the local talent exchange center where the university is founded. The school only takes on the establishment of network management database, through which school offers file information service for teachers. Such kind of pattern's advantage is obvious. It is in favor of the flexibility when a teacher has the reassignment situation. But every coin has two sides. To some extent, the second pattern may hinder the file's integrity, timeliness and authenticity. So it puts forward higher requirements for manager's overall quality. Since the two kinds of pattern have the advantages and disadvantages respectively, we need to explore unceasingly in work, increasingly improving it. Third, establish the database of administration of networks for file to achieve management for the university teacher's file, and share the file information resources.
