With the new century arrival and the carry-out and implementing of "Decision on deepening education reform and pushing forward quality education all around by the Central Committee of the Communist Party of China and State Council"([1999] 9) and "Decision on the reform and development of basic education by State Council" [2001] 2) , it has started a new round of elementary education course reformation. Teacher in-service training therefore becomes a most important link to push forward the project. Since the adoption of the PE new curriculum, physical-training teachers has come across a lot of problems in teaching practice.Though there are many training for in-service PE teachers, for instance, the PE backbone teachers training, we still can not really carry out the whole stafftraining of PE teachers, thus meet the requirements of in-service teachers who are eager to put theory into practice. And elementary PE teachers, particularly, hopes for training for their special purpose. Therefore, the research in rotating training of in-service elementary PE teachers takes on a practical sense as well as in theory.And the thesis takes the methods of literature consultation, case analysis , logic analysis etc. as main means , the practice in Jiangyin as a typical case, and cultivate and analyze the background, practice and feedback of rotating training of elementary PE teachers in Jiangyin through data analysis, combined with several interviews and investigation. The author also conducts a case study of elementary PE teachers and carry out effectiveness assessment of the training through the student review, the leader review and peer review and other means. Generally speaking, the author does an all-dimentional research on the rotating training of in-service elementary PE teachers.The research indicates that the rotating training of elementary PE teachers in Jiangyin is of high feasibility, and meet the internal requirements of in-service elementary teachers and social development. Compared with the relative training in other areas, the author finds that the training in Jiangyin achieved a satisfactory effect and a high social assessment. It is greatly related to high attention of the the municipal government and the bureau of education, the efforts made by Jiangyin Teachers'Training school, and other guarantee measures of rules, fund, teacher staff, and practice bases. The writer thinks the whole stafftraining by rotating training meets the internal and external of teachers and society, has a great reference value to the PE teacher training in other areas, and can greatly initiate the related training other subjects and provide a good example.
