Higher education quality has been concerned about in the reform of higher education worldwide. In our country, along with the socialist market economy system established and the reform of higher education administration system deepening increasingly gradually, especially with higher education popularization speeding up, the acceleration of higher education quality has attracted widespread concern in society. As an important action of higher education quality assurance, Undergraduate Teaching Evaluation has become an important issue in the reform of China's higher education.Taking a panoramic view of the practice of our undergraduate teaching assessment, it has played a significant role in protecting the overall quality of China's higher education, but has presented many problems, the more prominent is that higher education is rather passive, the evaluation index system and assessment and evaluation conclusion are inadequate scientific. Therefore, the study of the undergraduate teaching evaluation with characteristics of higher education and the colleges and universities'development is significant. This paper believes that the study of the undergraduate teaching evaluation should not only analyze the phenomenon, but it also should be thorough evaluation ideas which guide the evaluation practice.By sorting out the development process of undergraduate teaching evaluation in our country, analyzing its inherent logic, the paper have found that the transition of economic structure, reform of the higher education administration system. Comprehensiveness development trend of college and universities are important factors to promote undergraduate teaching evaluation change and develop. By comprehensively analyzing the evaluation subject, the evaluation purpose, the evaluation project of current Undergraduate Education Level Evaluation in colleges and Universities, found that the evaluation subject is single, the evaluation has dual purpose, evaluation programs focus on the overall higher education. Thus, the paper believes that the view of China's current undergraduate teaching evaluation is essentially "government-oriented", it stands by the government's view angle, focus on the overall higher education, and the characteristics of university development haven't been guided inadequate.Subsequently, this paper proposes a "college and university-oriented" evaluation idea, defined as it : the evaluation should focus on the development of college and university, make the college or university comprehensive, initiative, characteristics and sustainable development; colleges and universities should play main role, and government guiding role; pay attention to the educational function of evaluation. The paper will illustrate this idea from the evaluation purpose, subjectivity problems to the essence of evaluation. Firstly, the author used the principles of system theory to analysis the inherent between the development of the individual university and the optimization of overall higher education quality, demonstrated that the undergraduate teaching assessment should guide the characteristics of university development under the premise of guaranteeing the overall quality of higher education. Secondly, the author analyzed the inherent between the Sovereignty of colleges and universities and individual development of universities, the necessity of government functions'transformation, and appealed to the subjectivity of college and university. Again, I believed that the "college and university-oriented" undergraduate teaching evaluation is essentially a developmental educational evaluation.Finally, the paper proposed the possible developmental path of undergraduate teaching evaluation system based on the "college and university-oriented" idea. The schools should establish and improved interior ensure system of teaching quality, the government should transform its functions, and the social should establish an effective social supervision system. The paper analyzed the function of the school, government and the society, pointed out integration of the three forces, and put forward a way of school-based evaluation.
