In the 21th Learning Society, distance education has developed greatly, the idea of learner- centered has been deepening and putting into practice in modern distance education. It proves that the living stage of course -ware making-centered will transform into the developing stage of good service supplying- centered of modern distance education. In this reformation, modern distance education should supply the learners standard public service and flexible individual service to deal the competition of education market.This text applys study methodology of couse, case and comparison, analyzes the related theory of modern distance education service quality, studys successful experience of global and national distance education service and existing problem of ours. The text establishes five characteristics which are guiding, high technology,beyond space and time, supplying visible products and"quasi-public products quality"and four fundamental principles from the characteristics of modern distance education service , which are learners served principle, attaching importance to interacting with learners, paying attention to learning course principle and supplying learners developing student support service principle. It draws on the experience of student support service systerm to establish incorporate systerm of standard course service, non-course service and individual service, five aspects are brought forward to control modern distance education service, three suggestions are also given to improve the modern distance education.service quality standard.
