Since 1999, China has adopted the policy of expanding enrollment of higher education, higher vocational education has also made a great development. Before 1999, the proportion of higher education enrollment only took 1/4 in the field of the whole higher education, however, it has surpassed 1/2 at present. Higher vocational education has made remarkable achievements in China, but problems still exist: it only has a small-scale in the vocational school; the competition strength of vocational school is not strong; it is reluctant to make great progress for the cooperation between school and enterprise. While higher education vocational education scale develops on the background of"Super normal regulation, Overstepping development", it is urgent to improve the quality of higher vocational school. So, at present, it is urgent for us to transform develop mode, in other words, change the mode of scale-development,extension-development to connotation-development.Meanwhile. China has entered WTO, we will do our duty of the member of the WTO to open our education field. Our higher vocational education face the impacts in all directions, the opportunities are born with the challenges. It is an urgent task for us to know how to size the opportunities and meet the challenges, how to improve the whole competitiveness strength of our higher vocational education, and make sure it will be successful in international competition. Based on the reality, this thesis proposes the strategy of collectivization on higher vocational education, It covers four parts.Part one: The part gives a academic review of the developing-strategy history of higher vocational education, and analyzes that former strategy either impractical or harm to the whole development of higher vocational education. So ,it proposes that higher vocational education in China shall employ the mode of collectivization.Part two: Analyzing the connotation higher-vocational-educational-group. As it learned from the model of business group, they have many similar parts, however , they are different by nature. This thesis analyzes Higher vocational education from the three aspects: connation, theory basic and constitution.Part three: The third part analyzes the reason why we should employ educational collectivization. After China's entry into the WTO, the entering of overseas education influence the development of our high vocational education directly; economic globalization and knowledge economic need different person of ability, which provides indirect influence to the development of our higher vocational education, meanwhile , our vocational colleges are small-scale, low quality, and cannot deal with the impacts in all directions satisfactory. So, only employ the mode of collectivization could make our higher vocational education develop well.Part four: This part puts forward beneficial suggestions and countermeasures for China to realize higher -vocational -educational collectivization. Developing higher vocational education is the responsible of the whole society, in order to realize collectivization of higher vocational education, firstly, government should give political guide. Legal protection and capital support. Secondly, each member of the group should work collaboratively to realize synergy effect. Lastly, our society should build the notion of attaching more emphasis to the vocational education...
