To construct a "natural, harmonious and beautiful" university campus and create a fine environment for educating people serves as one of the key measures for institutions of higher learning to foster high-caliber talents in the new century. As a showcase of social civilization, the university campus plays an exemplary role to spread advanced culture and promote spiritual civilization. Apart from classroom instruction, university students are more often exposed to the influence of the environment of the campus whose key elements i.e. material conditions, ecological environment, cultural (spiritual) atmosphere will undoubtedly act greatly on students' education.Theoretical research and educational practice indicate that the influence of campus environment on students mainly lies in 4 functions including the guiding function of moral education environment, the modeling function of cultural environment, the regulating function of institutional environment and the moulding function of materialistic environment. A fine campus environment proves to be an effective factor to foster students' values, strengthen their ideals and faith, enrich their scientific knowledge, regulating their conduct, improve their physical and mental fitness and kindle their initiatives to be useful people. Institutions of higher learning are supposed to build a campus environment which is suitable for talents' growth and bring into full play its function to educate people.This article, in accordance with pedagogy, environmental psychology and architectural psychology, employs various methods of documentary analysis, investigation and research, logic analysis and comparative research, aims at the common problems existing in the process of rapid development and campus construction of China's institutions of higher learning such as blind pursuit of bigness and complexity, harsh planning, ignorance of nature, lack of harmony and loss of characteristics, approaches the educating function of environment by proving the relations between environment and education, probes systematically into the interrelations among the materialistic environment of the campus, ecological environment and cultural(spiritual) environment, expounds the concept of harmonious campus construction, proposes the contents of campus environment construction and implementation measures which are supposed to provide theoretical and practical reference for the rapid development and campus construction of institutions of higher learning.Results of research suggest that educators, environment and students are 3 basic elements of college education process. It is the first priority of the college education to have a correct understanding and a good command of their essential connections and rules of their interaction. There is a close relationship between environment and people's psychology. The outside environment and people's conduct acts on each other. Campus environment possesses the guiding function of moral education and personality modeling, the cultivating function of enlightening wisdom and creative spirit, the regulating function of institutional construction and legal practice, the nurturing function of enriching knowledge and aesthetic accomplishment. The campus environment and cultural (spiritual) environment constitute the entity of the harmonious campus environment.This article, based on the roles and features of university campus environment in educating people, in line with the present situation and tasks of campus environment construction, in the light of the existing problems, proceeding from the goal of building "natural, harmonious and beautiful" campus environment, proposes the following priorities: improve the awareness of the importance of university campus environment construction; insist on the outlook of scientific development which put people first; play the subjective role of the instructors and students; optimize the materialistic construction of campus environment; stress on the relevant institutional establishment and management.
