The 21st century is a knowledge-based economy, the country's overall national strength and international competitiveness increasingly depends on education, science,technology innovation and knowledge level of development, education should always give priority to the development of the strategic position. With China's rapid economic and social development, the need for a large number of high-quality talents and skills of workers. In some developed cities in the labor market ,there have been serious shortages of skilled personnel, especially high-skilled personnel. This phenomenon is no coincidence, because it is related to the development of concepts and policies to support of China's secondary vocational schools for a long time . Secondary vocational schools for social development needed to train skilled personnel, their level of development, development of the size of the school decided to direct the conditions of supply and demand situation of skilled personnel. The purpose of this study is based on secondary vocational schools of Dali in Yunnan Province states,according to analysing the survey of the This study secondary vocational schools in Dali Prefecture of the area, both of Health educational resources, vocational education, teacher education, professional training, education, employment and so on.The analysis Of the the current conditions of school and the problem of which is divided i as follows:Secondary vocational school attached to the complex relationship is not conducive to the enhancement of educational conditions.Secondary vocational school education is shortage of funds and face the uneven distribution. The scale of the secondary vocational schools is out of balance.Decreased year by year, the number of the teachers of secondary vocational schools is serious short and the structure of teachers is irrational.The professional setting is unreasonable and the objectives are not clear .The concept of teaching and the ways and means can not meet the characteristics of vocational education.Books and the resource can not meet the needs of students; Professional counterparts in the low employment rate. To improve and upgrade the conditions of secondary vocational schools teaching the state Dali ,I put forward their views and countermeasures as follows:changing the idea to enhance the understanding of secondary vocational schools ; changing the idea to enhance the awareness of the development of secondary vocational schools; Strengthening the building of teachers secondary vocational school; deepening the reform of teaching, improving the quality of teaching; improving the professional settings to optimize and speed up construction of professionals; strengthening employment guidance and improving the quality of employment and so on.The purpose of this study were divided into three parts: First, to ask questions and to define the concept; Second, conducting a comprehensive and systematic investigation on the the conditions of the state of Dali secondary vocational school and the problem which is existing; Thirdly,thinking of the method which enhance the conditions of the state of secondary vocational Dali.
