It has been a history of about 70 years by now since the counselors'system of universities in China began in 1933. Viewed from the history of development, the connotations of the counselor's work of universities in our country is continuously enriched and perfected, the counselor's quality of universities is continuously improving and the status is also gradually rising. Practice proves that the counselors'system of universities is the political and ideological system suitable to the national situation of our country. Its implementation contributes much to the socialist construction of our country.On October 14, 2004, the Opinions on Further Strengthening and Improving the Political and Ideological Education of College and University Students promulgated by the Central Committee of the Communist Party of China and the State Council clearly points out the important roles of the counselors'teams of universities in our country at present in the strategic height. Consequently, the first national conference on construction of the counselors'teams of universities since the founding of the People's Republic of China is held in Shanghai and the Ministry of Education also promulgate some policy documents such as Opinions of the Ministry of Education on Strengthening Construction of the Assistants in Charge of Classes of Colleges and Universities, Regulations on Construction of the Counselors'Teams of Colleges and Universities and Training Plan of the Counselors of Colleges and Universities in 2006-2010, etc. The Central Committee of the Communist Party of China and the Government has attached greater and greater importance to strengthening and improving of the counselors'management of colleges and universities. It also becomes an important task of the relevant national administrative departments in charge of education. It is of great importance to establish and perfect the management and incentive mechanism of counselors in universities. The paper is divided into 4 parts, discussing the establishment and perfection of the counselors'management and incentive mechanism in our country.Part 1 is the"Overview of the Counselors'Management in Universities", discussing mainly from the three aspects. The first is the counselor's meaning. The second is the history of development of the counselors'system of colleges and universities in our country, including the five stages, that is, beginning, primary establishment and formation, stopping, restoration and development as well as gradual perfection, etc. The third is the main contents of the counselors'management in universities, including employment, allocation, training, examination and evaluation, support and plan and design of the career, etc. The fourth is the status and roles of the counselors'management of universities. It is the organizational assurance of strengthening and improving the political and ideological education of university students, long-term mechanism of maintaining the stable development of universities, solid foundation for promoting the healthy growth of college and university students and links of expanding the channels of employment of college and university students.Part 2 is"Incentive mechanism and Counselors'Management of Universities". The incentive mechanism refers to"the summation of interaction between the subject of encouragement and the object of encouragement in the organizational system via the encouragement factors or means, that is, the summation of the structure of internal relations of the organization encouragement, operating mode and development and change". Its elements consist of assembly of induction factors, behavioral guiding system, behavioral amplitude system, behavioral space and time system and behavioral naturalization system, etc. Next the theoretical foundation for the incentive system is discussed from the Marxist basic viewpoints on the incentive theory and the basic viewpoints of the western countries on the incentive mechanism. And then"Importance of Establishing and Perfecting the Management and incentive mechanism of universities counselors"is discussed. It is the objective requirement of insisting in human orientation and carrying out the outlook on scientific development. It is favorable to attract and keep the excellent talents and keep the stability of the counselors'team, develop their potentials and establish the good competitive environment.Part 3 is the"Analysis of the Present Situation of the Management and Incentive Mechanism of University Counselors in our Country". First, some achievements made in the current counselors'management of universities in our country are analyzed, including the continuous growth of the counselors'team, continuous improvement of the quality of the counselors'team and continuous perfection of the counselors'management policy. Meanwhile, the problems existing in the management and incentive mechanism of university counselors and their reasons are analyzed from the four aspects such as imperfect national policy, laws and regulations on the counselors'management and incentive in universities, the counselors'management and encouragement policy carried out not in place by the local area and colleges and universities, low satisfaction of the salary encouragement and imperfect counselors'management and incentive system of colleges and universities, etc.Part 4 is the"Strategies on Establishing and Perfecting the Management and incentive mechanism of university counselors". This is also the key and core part of the paper. The relevant national administrative departments in charge of education shall further improve the understanding of the importance of establishing and perfecting the management and incentive mechanism of university counselors. The wide investigation shall be made, the relevant encouragement policy, laws and regulations shall be continuously perfected and the guidance and support shall be actively carried out. In the process of implementing the policy, the correct encouragement principles shall be abided by, the effective encouragement methods shall be taken and the effective counselors'management and incentive mechanism suitable to the national situation of our country shall be truly established.It is of great significance for comprehensively carrying out the outlook on scientific development and realizing the strategy of developing the country by talents to strengthen the counselors'management of universities. Based on the relevant research achievements, mainly from the perspective of the relevant national administrative departments in charge of education, the systematic and macroscopic analysis and discussion of establishing and perfecting the management and incentive mechanism of university counselors are made in the paper. In the meantime, the theory of the incentive mechanism of the administrative management is taken for reference to provide the theoretical guide for further strengthening the counselors'management in universities. With the collection of the relevant documents and conclusion of the practical experience, the detailed measures of establishing and perfecting the management and incentive mechanism of university counselors are presented, which is of actual significance of reference for further establishing and perfecting the counselors'team.
